~

I

I

I

Council Meeting Minutes
August 9, 1988

Mattila presented the Proposed Parking
and Planning Commission has worked
Associates to reorganize and update the
confident with the changes.

Ordinance. The City Staff
closely with Gair and
parking standards and feel

The following is a summary of several points in the ordinance that
were discussed:

In Section 11-010, under the Storage of Vehicles and Trucks or Bus
Parking in Residence Districts; limits the gross weight to not
over 4.5 tons which includes recreational vehicles and has mainly
been handled by complaints only. A suggestion was made to include
over-night parking and boats/trailers storage.

In Section 11-020, under Location; parking will be prohibited in
any portion of the front yard, side yard, or rear yard except on
paved designated driveways. Brandt felt this section of the
ordinance should be cross referenced to the Section 11-010,
the Storage of Vehicles. Under Parking Space, the stall size has
been reduced from 9 x 20 feet to 9 x 18 feet and the aisle width
has been increased from 22 feet to 24 feet to adequately give more
room for maneuvering. Under Stacking Lanes, a reference was made
to Taco John's drive-thru window which there is six (6) spaces per
lane with a minimum of twelve (12) feet wide.

In Section 11-030, under Schools; staff recommended Irondale High
School would need an additional 100 parking spaces. The Council
felt this are would need further discussion. Under Townhomes,
Brandt commented there is a need for adequate parking for
residents and visitors allowed per unit.

Mr. Walter Martin, 2439--17th, commented there is a need to revise
the parking standards around Irondale on Long Lake Road.

In Section 11-303, Auto Fuel and Repair Stations; Gunderman asked
how these areas were calculated. Mattilla answered, some of
these businesses have dual purposes such as Super America, so the
number spaces are divided between filling station and retail
business. Restaurants would need some variation between night
clubs and sit-down businesses. Office/warehouses have found to
need an additional 25-30 stalls, especially the Rush Lake Park
Businesses. Benke suggested encouraging the car pool concept in
determining the number of parking spaces required in
offices/warehouses.

In Section 11-040, Proof of Parking; would delay completing
parking stalls on new businesses before the demand ;s determined.
Joint Facilities, would allow for more flexibility of parking
standards for both businesses and the City.

The Council felt more discussion and study should be involved
before this ordinance is approved.

Page 5

Council Business

Proposed Parking
Ordinance
Report 88-234
