<br />-5- <br /> <br />Dick Natte1 stated that there is a communication preb1em between <br />the kids and parents and that kids need a place to gather that is <br />properly supervised. He noted that if kids are going to get int,o <br />tr.ouble,they '\'lill get intO treuble whether this business is <br />allowed to operate or not and he thinks the business sheuldbe given <br />a chance. He neted that the permit can be revoked after 30, 60 <br />er 90 days if problems are enceuntered. <br /> <br />Mr. Bob, Petersen, 2128 Violet Court, asked how the owner \vould <br />enforce the prehibitions againstlottering. <br /> <br />Mr. Nes1und stated that the kids will control themselves if they <br />know they are in danger ef losing the center but that theeff-duty <br />peliceman will also be available to enforce rules. He stated he <br />also knows of centers in Fridley and Blaine that are well run. <br /> <br />The Building and Planning Coordinator noted that re-review can be <br />made a condition of the special use permit although in the past <br />where this has been done, it is usually been re-revie'\'led after a <br />period ef two years and that in this case, a re-review at more <br />frequent intervals might be desired. He suggested that the Planning <br />Commission consider recemmending that licensing be instituted <br />for a business of this type and make ene of the conditions of the <br />special use permit, should it be appreved, that the applicant <br />obtain a license. <br /> <br />Bohling stated that a place like this should be for younger kids <br />and that the age restrictien suggested by the pelice indicates a <br />bias en their part that is not well foundedo <br /> <br />Fredricks'en statec1 that the business should have definite limits <br />on its hours of operation. <br /> <br />\ <br /> <br />Partyka stated that the need for recreational facilities is for <br />teenagers under the age ef 18 not over 18. <br /> <br />Andersen asked the applicant if he would operate if persens under <br />the age ef 18 were not allewed on the premises. <br /> <br />Mr. Neslund stated that there was no way that they would epen <br />fer business in that case because he has seen other centers and <br />almost all ef their patrens are under 18 years of age. <br /> <br />Fredrickson agreed with ether comments that there is a need <br />fer a place fer kids but questioned 'if this should be the place. <br />
