He noted that other businesses <br />in the area are at the time congested by young people, but <br />have no requirement for off-duty officer to be present. <br />Mr. James Rocheford, applicant, stated he did not believe <br />traffic would be any more of a problem than that which <br />existed with the prior use. He stated the cost of retaining <br />an off-duty officer would make operation of his business <br />unprofitable. <br />He added that there is a need for establishments of this <br />nature for the youth within the area. <br /> <br />Judy Paetznick, area resident stated she believed the <br />study of this kind of business in other communities should be <br />conducted in order to establish regulations 1dithin Ne\oJ <br />Brighton.
