<br />Council Meeting Minutes <br />June 28, 1988 <br /> <br />Page 8 <br /> <br />I <br /> <br />Les Proper, City Engineer reported elevation studies had been done <br />and the lowest basement elevation of the homes proposed was 1.25 <br />feet above the 100 year flood elevation. Mr. Johnson added the <br />existing ponding areas should not change in that they only serve <br />as detention areas. <br /> <br />Park Director, Maurie Anderson indicated he felt comfortable with <br />the proposed use of the ponds in the park area. In response to <br />concern by Councilmember Williams on the length of time for the <br />detention pond to empty after a heavy rainfall, Mr. Johnson advi- <br />sed he felt that after a technically described 25-year storm it <br />should empty in 4-5 hours. <br /> <br />Councilmember Larson advised the Planning Commission had concern <br />with the traffic study; and they did want Harstad Company to look <br />at the details of the study done by the Ramsey County Traffic <br />Engineer. Also to be addressed would be the parking provisions for <br />the park. Mayor Benke noted the City Council had requested the <br />Palmer Drivel Innsbruck Road intersection be studied. <br /> <br />1 <br /> <br />Parvez Riazi, 2882 - 12th St. NW, expressed concern about the area <br />of ponding being sufficient, noting some parts of the areas had <br />been filled. He further noted he had lived on 12th Street for <br />over five years, and had watched water levels in the ponds. He <br />questioned when the data used had been obtained. He also informed <br />the Council that the water in the ponds can take up to five weeks <br />to disappear after a heavy rainfall. Mr. Johnson responded that <br />based on the City's Comprehensive Storm Drainage Plan, the water <br />going into ponds should not increase because they are proposing to <br />capture the water and run it to the east, thus reducing the stor- <br />age needs of the ponds. Mr. Riazi also questioned the decrease in <br />size of the westerly pond. Mr. Johnson admitted the pond was not <br />as big as it had been, but design calculations take this into con- <br />sideration. <br /> <br />With regard to traffic generated by the proposed development, the <br />Traffic Engineer for Harstad Company, Jim Benshoof, advised the <br />reports indicate the apartment units will generate approximately <br />50% to 60% of that of a single family home, however, they have <br />used the single family rate which is higher. He further noted <br />there will be more traffic, but there should not be an increase in <br />the level of service. <br /> <br />I <br /> <br />Councilmember Larson advised the Planning Commission was concerned <br />with the total number of trips, and are requesting that a compari- <br />son be made between the Harstad figures and those of the Ramsey <br />County Traffic Engineer. Mayor Benke noted the projections are <br />based on Land Use Plans for the entire area, and if the rezoning <br />is approved, the higher density would have to be addressed; and <br />also questioned the service level figures in both reports. Les <br />Proper, City Engineer, indicated the service levels to be a prob- <br />lem at all intersections along Silver Lake Road now and in the <br />Year-2000. <br />
