<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 14, 1988 <br /> <br />sight distance to the west, but would not resolve the sight prob- <br />lem to the east. 2) To completely improve the intersection and <br />sight distance from both directions, the home would have to be pu- <br />rchased by the City and moved out--and then to improve it from the <br />west, the curve would have to be cut down, which would require the <br />reinstallation of utilities, with a potential cost of several hun- <br />dred thousand dollars. Also, the possibility of higher vehicle <br />speeds might result, which would defeat the entire purpose of the <br />construction. <br /> <br />He further went on to add that the school children situation had <br />been addressed, noting there was a discrepancy between the forec- <br />ast and the actual student counts; and that grade school children <br />would not be ciossing the street. <br /> <br />Mr. Proper reported that speed and traffic counts had been perfor- <br />med; and based on information received from those studies, it <br />would not be possible to get a reduction in the posted speed limit <br />if we were to call in MnDot for a traffic study, in . that the 85th <br />percentile speed would be the safe speed for that stretch of road- <br />way. In addition to the staff studies, the City did bring in a <br />consultant from Orr-Schelen-Mayeron and Associates to review this <br />intersection who concurred with the staff report. Mr. Proper fur- <br />ther went on to advise that warning signs had been ordered and <br />would be installed. <br /> <br />Councilmember Gunderman questioned the city-wide norm for vehicle <br />traffic/speed; and at what point should there become a need for <br />concern. Mr. Proper responded that he was not aware of any city- <br />wide study having been done. Mayor Benke concluded that the rep- <br />ort from this intersection was such that it should be monitored on <br />an on-going basis. <br /> <br />Motion by Benke, seconded by Gunderman to DENY THE REQUEST FOR 4- <br />WAY STOP SIGNS AT THE 8TH STREET AND 11TH AVENUE INTERSECTION. <br /> <br />5 Ayes - 0 Nayes, Motion carried. <br /> <br />Kevin Locke, Community Development Director, informed the Council <br />that Opus Corporation was interested in the site within T.I.F. Di- <br />strict No.6; and are requesting a 90-day option period. He furt- <br />her went on to note that Mr. Glen Olson of Opus Corporation could <br />not be at this meeting, therefore, was requesting that this item <br />be continued to the June 28th Council Meeting, at which time they <br />should have an Option Agreement prepared.
