Councilman Fisher stated for the record: I will vote to deny the application on the basis that it does not satisfy the general intent of the district design standards, and that it is the responsibility of the City Council under the requirements of its oath of office to administrate this special use permit provision of the code in a manner which is fair to all, requiring that every permit issued satisfies the intent of the districts standards. It is only when the law is administrated in this fashion that all of our citizens are provided the equal protection of the law.
