KEITH HARSTAD <br /> <br />The city Planner reviewed his comments noting that this pre- <br />liminary plat was for the portion of the site adjacent to Palmer <br />Dr i ve . <br /> <br />Mr. Keith Harstad, applicant, was present to answer questions. <br /> <br />Commissioner Medved stated that he was not comfortable with the <br />piecemeal platting and was concerned for the traffic that would <br />be entering on to Silver Lake Road. <br /> <br />e <br /> <br />Mr. Harstad stated that he was not interested in developing the <br />property under a PRD and that he was still opposed to the align- <br />ment of Palmer Drive now being constructed. Mr. Harstad indicated <br />that he owned a small parcel just to the north of this larger <br />parcel and that he was still working on the layout for that area. <br />Mr. Harstad noted that the most sewer slopes are located on the <br />north. Mr. Harstad stated he felt single-family homes is the <br />best use for this property and would be in the best interest of <br />the City. Mr. Harstad noted that the most desirable building <br />sites are located on the north and south portions of the property. <br />Mr. Harstad further indicated that he felt Palmer Drive should be <br />renamed "Innsbruck Drive" as it locates the property better and <br />is the name used in Fridley immediately to the west. <br /> <br />Commissioner Wickland asked what the approximate cost of new <br />homes would be for this area. <br /> <br />Mr. Harstad estimated that the average cost of a new home would <br />be $90,000-$100,000. <br /> <br />Commissioner Medved asked if additional cul-de-sacs or cross <br />streets could be provided to lessen the number of lots fronting on <br />Palmer Drive. <br /> <br />Mr. Harstad stated that they had considered that possibility but <br />they feel this is the most appropriate design and layout for this <br />property. Mr. Harstad also stated that the topography of the site <br />had been considered and that there was not a great deal of cutting <br />or filling. <br /> <br />e <br /> <br />Commissioner Doyle stated that it appeared the site would be <br />leveled through cuts and fill. Commissioner Doyle stated he felt <br />the Planning Commission should receive the comments of the Rice <br />Creek Watershed District, the District Conservationist, and should <br />also review the previous project that was approved for this site. <br />
