<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 26, 1988 <br /> <br />Gunderman asked about longevity of the vinyl fencing; Mattila <br />indicated the vinyl is weather resistant and is a fairly good <br />improvement over what had been provided in the past. <br /> <br />Gunderman commented the building offers a good appearance from the <br />freeway; the project is very well done. <br /> <br />Motion by Brandt, seconded by Larson, to APPROVE LP-228 SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br /> <br />1. PROVISION OF AN OPAQUE MESH OR SIMILAR MATERIAL ON THE EXIST- <br />ING FENCE AND GATE ALONG SIDE FIRST STREET S.W.; <br />2. PERMIT APPROVAL BY RICE CREEK WATERSHED DISTRICT; <br />3. SPRINKLE ADDITION PER APPENDIX B; AND <br />4. PROVISION OF AN EMERGENCY VEHICLE DRIVE FROM PROPOSED ADDITION <br />TO SHED AREA ON SUBJECT SITE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Mattila reviewed staff report concerning Harstad Companies's con- <br />cept plan for 27.8 acres and 3.56 city-owned acres. <br /> <br />Benke asked what is envisioned east of the proposed ballfie-Id; <br />Mattila explained that property is zoned R2 (two family use or <br />townhouses and is owned by the F & H Investment Company); south is <br />R3B (townhouses and neighborhood business) along 27th Avenue. <br /> <br />In response to Benke's question, Mattila indicated anything devel- <br />oped in R2 or R38 would be subject to the park dedication require- <br />ment which would be fulfilled in the form of a fee. <br /> <br />Benke commented on the unusual shape of the park; Anderson stated <br />the configuration of the park is the result of the Park Board's <br />request that the design be integrated into the development as much <br />as possible; he views the proposed shape as a bonus; explained it <br />has more - access than other city parks; and indicated it would be <br />no more difficult to maintain that a square park. <br /> <br />Mattila asked council about the establishment of a tier effect <br />(density); Benke stated it would be reasonable for the apartments <br />to provide screening which they would not do if they were in a <br />lower elevation; Mattila believed most grades would be leveled but <br />stated Harstad Companies's engineer was present to further explain <br />the proposed grading. <br /> <br />John Johnson, Merila & Associates, Inc., (engineer for Harstad <br />Companies) indicated the first level of the apartments would be <br />eight feet lower than the freeway; would not like to rezone; would <br />use PRD density computations; the project is trying to resolve a <br />few issues (park, topography, drainage concept with the Comprehen- <br />sive Plan); and indicated it will be a good, quality project. <br /> <br />In response to Benke's inquiry, Johnson understood it is Harstad <br />Companies intent to cause the park land to be brought to final <br />grade to make it compatible do the project. <br /> <br />Page 15 <br /> <br />Concept Plan: <br />Harstad <br />Companies <br />3D-acre Parcel <br />Report 88-130 <br />
