<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 26, 1988 <br /> <br />Benke stated all the city would have to do is construct the ball- <br />field; Johnson confirmed that statement. <br /> <br />Benke asked if Johnson had looked at the project's impact on <br />adjacent parcels, indicating his concern is developing a total <br />neighborhood with two large blocks that are void at this time. <br /> <br />Johnson stated the park would act as a transition between a land <br />use that could occur on 27th Street (across from 27th is office <br />space at this time); zoning anticipates there would be transition <br />and would not see it as a problem; the Planning Commission asked <br />Harstad Companies to meet with those property owners to see if <br />there is any avenue of causing a street to happen within a reason- <br />able time-frame; hopes to have those conversations by the time <br />Harstad Companies comes back with the preliminary plat. <br /> <br />Johnson stated the density calculations were made only on land <br />owned by Harstad Companies. <br /> <br />Locke stated PRO calculations exclude land used for streets, park <br />land, or other undevelopable purpose. <br /> <br />Benke stated we arB not granting bonus units because there happens <br />to be five acres of city-owned land; Locke confirnled that state- <br />ment. <br /> <br />Johnson stated It was developed so the standard lot size could be <br />made a little smaller. <br /> <br />Benke stated the extra density may add to our traffic problems at <br />Palmer Drive and Silver Lake Road; and may require a rezoning <br />which may be a more straightforward and realistic approach. <br /> <br />Johnson has done some traffic estimates based on 43 single family <br />homes, 14 townhouses, and 96 apartment units; calculates an addi- <br />tional 800-1000 trips per day on the three roads that serve the <br />area. Johnson indicated there is a third option for the service <br />road to connecting to Silver Lake Road to spread the traffic; <br />building all single-family units would not drop traffic to less <br />than 500 trips per day; north bound would have to come out at <br />Palmer Drive (southbound could use the road by Minar Ford). <br /> <br />In response to Benke's question, Johnson indicated the proposed <br />concept plan will serve middle to above-middle rental units (two- <br />adult household and empty nesters, with limited young households); <br />preliminary analysis points to two-adult household. <br /> <br />Benke indicated his concern is for the types of trips for the <br />renters (empty nester would probably have one car, versus two cars <br />for the two-adult household), and suggested a discussion with the <br />city's consultant would be helpful. <br /> <br />Page 16 <br />
