<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 22, 1988 <br /> <br />In response to Brandt's conCern, it was determined that the Com- <br />prehensive Plan should be thoroughly reviewed at a workshop to <br />whi ch council, staff, all members of the boards and commi ssi ons, <br />and anyone else who is interested (i.e., community organizations) <br />had been invited to see the relationships between the chapters. <br /> <br />Egan briefly reviewed the staff report concerning the establish- <br />ment of a Deputy Registrar in New Brighton. <br /> <br />Gunderman asked if we could physically handla 30,000 transactions <br />annually; Egan responded there may be ten heavy days per month, <br />but that ;s something we'll have to plan as we get into the pro- <br />gram; the plan is that the Bureau would be housed in City Hall for <br />the first three years and, after that time, there may be another <br />facility in the area we may wish to US!. Egan continued that, in <br />order to get 30,000 (which is a number used for the third year of <br />business), we would have to do something to attract customers from <br />other license bureaus. <br /> <br />In response to Larson's question, Egan indicated staff believes it <br />can handle the additional traffic; if we get that big and t~at <br />popular, we may want to consider another location, and stre~sed <br />the need to keep overhead as low as possible while trying the con- <br />cept, which is why the program would begin in-house. <br /> <br />Williams stated, following review <br />could determine whether or not to <br />the program. <br /> <br />of a 12-month report, council <br />continue, modify, or eliminate <br /> <br />Egan indicated the complete report to council <br />standard for where are we going, with some <br />when we get to the end of the year, we can <br />set the benchmarks for the future years. <br /> <br />in April will show a <br />specific targets so, <br />do an evaluation and <br /> <br />Gunderman asked what the ramifications would be if it doesn't <br />work; Egan stated she could not imagine it not working, it matters <br />how we 11 it wi 11 work. <br /> <br />In response to Gunderman's question about negatives, Egan stated <br />it would be hard and not very glamorous work. but it is worth a <br />try; if we decide not to continue the service, we would have to be <br />willing to terminate those employees attached to the service. <br /> <br />With regard to the proposed budget, Gunderman asked about funds <br />for marketing; Egan stated marketing would Ge a part of the pro- <br />gram that would be brought to council in April; the proposed bud- <br />get is for the third year of operation and there will be a point <br />where we break even; marketing would be one aspect of the start-up <br />costs. <br /> <br />Motion by Gunderman, seconded by Larson, to DIRECT STAFF TO REfiNE <br />THE MOTOR VEHICLE REGISTRAR STUDY AND RETURN TO COUNCIL FOR ACTION <br />ON APRIL 26. 1988. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Page 5 <br /> <br />Motor Vehicle <br />Deputy Registrar <br />(L icense Bureau) <br />Report 88-91 <br />
