<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 22, 1988 <br /> <br />Proper prepared and reviewed a critical path schedule (as directed <br />by council at the March 8, 1988, council m!eting) for a skeletal <br />sidewalk on Old Highway 8 up to the Regional Park and on County <br />Road E; noted there would be a lot of tight scheduling and it <br />would be very unlikely to accomplish something in 1988; an alter- <br />native would be to start in 1988 and finish in 1989. <br /> <br />Proper recommended the council not consider the County Road E <br />sidewalk at this time because (1) there is no funding for it <br />(state aid funds cannot be used since County Road E is currently <br />not up to municipal state aid standards), and (2) would be recon- <br />structing major portions of the sidewalk at such time as the road <br />is upgraded (because we could not anticipate at this time the re- <br />quired grade changes and how wide the road might have to be). <br /> <br />Proper further commented that sidewalks in either of the two loca- <br />tions are very likely to be controversial because there are a num- <br />ber of cases where the sidewalk would be intrusive (hedges, fen- <br />ces, trees, etc.) and some locations are very confined; and in <br />some locations on Old Highway 8 (between County Road E and the <br />curve by Eighth Avenue), the road is as wide as the right-of-way <br />(four feet on each side of the road). Proper indicated sidewalks <br />are desireable and would get a consld~rable amount of usage, and <br />believes a sidewalk along Old Highway 8 cOllld be provided; would <br />hav~ to use our engineering consultant firm (Orr, Schelen,Mayeron <br />and Associates [OSM]); anp is unable to orovide a cost estimate at <br />this time (that would be a part of the Feasibility Study), <br /> <br />Larson asked, according to the schedule, if there would be enough <br />time to complete a study by April 26, 1988. Proper is sure OSM <br />would like more time because he had to compress everything to meet <br />the objective. <br /> <br />Sinda stated if they could not complete the Study by April 26, <br />1988, the entire schedule would need to moved toward completion in <br />the Spring of 1989. <br /> <br />Brandt was not sure which should come first, the sidewalk or the <br />rest of the greenway plan; and indicated she would be concerned <br />about looking at one small component wher we should be looking at <br />the entire plan; we have interested developers on the northern <br />portion of Old Highway 8 seeking easements and vacations so we <br />need to get the plan together. <br /> <br />Williams is less concerned with construction this year, but felt <br />we should not delay the completion of the plan. <br /> <br />Proper stated the schedule is for Old Hig~way 8 from County Road 0 <br />to Long Lake Park. <br /> <br />Williams asked if the Feasibility Study could be done this summer <br />and whether or not there is money in the budget; Sinda stated the <br />cost of the Study (about $7-10,000) is no~ in the budggt so there <br />would have to be a council-approved budget amendment. <br /> <br />Page 6 <br /> <br />Skeletal Side- <br />walk on Old <br />High\\lay 8 <br />Report 88-92 <br />
