<br />I <br /> <br />I <br /> <br />I <br /> <br />Council ~1ee",,,'J Minutes <br />March"22, 1988 <br /> <br />Gunderman asked if staff could do th~ work in 1989 if the Study is <br />done in 1988; and would like to complete the project as quickly as <br />possible, but it could be completed next season. <br /> <br />Proper believed city staff could handle a project of this magni- <br />tude next year if it had no other projects to complete, which is <br />highly unlikely; and stated the cost factors wculd be the same <br />this year or next year and commented that once staff has the Feas- <br />ibility Study, it might be able to break the project into parts <br />and construct it as a series of contracts. <br /> <br />Brandt stated, if the Feasibility Study from OSM would be what we <br />would need to finish the concept of the grcenway plan, she would <br />be in favor of ordering the Study at this. time. <br /> <br />Locke explained the greenway plan is a little broader than the <br />sidewalk scheme the sidewalk plan would have to be worked out for <br />implementation of the greenway plan; there may need to be some <br />additional work added to the Feasibility Study for sidewalks; and <br />the Study will need to indicate where the grcenway will be locat- <br />ed, what right-of-way will be needed, how much space is requi~ed, <br />and the engineering design we need, whether or not it includes <br />sidewalk. <br /> <br />work to decide exactly what <br />(or prelitninary plan) and <br />as well as the landscaping <br />suggested staf7 work with <br /> <br />Williams stated we need more staff <br />would included in a Feasibility Study <br />maybe incorporate the sidewalk feature <br />aspects and other pertinent issues; and <br />Gail' & Associates and OSM. <br /> <br />Brandt concurred and stated, at this time, council needs more than <br />a Feasibility Study for just sidewalks. <br /> <br />Locke stated he will work with Propel', OSM, and Gair & Associates <br />to include the sidewalk in the greenway system. <br /> <br />Motion by Williams, seconded by Gunderman, to DIRECT STAFF TO COME <br />BACK AT THE APRIL 12, 1988, COUNCIL MEETING WITH A PROPOSAL WHICH <br />INCLUDES ALL DETAILS TO BE INCLUDED IN A FEASIBILITY STUDY ON OLD <br />IfIGHWAY 8 FOR A GREENWAY/SIDEWALK PROJECT. (Am8nded; see page 8.) <br /> <br />Williams understands it is not economically respollsible to build a <br />sidewalk before we know what the County'~ plans are for the road, <br />but portions of County Road E are not well lit (especially between <br />Silver Lake Road and Oakwood) so there is a need for some kind of <br />path or sidewalk to get people off that road; and fortunately <br />there has not been a serious accident on that portion of the road. <br /> <br />Brandt indicated she has seen people 111 wheelchairs trying to get <br />from one driveway to another. <br /> <br />Williams stated, given the need for a storm sewer solution and <br />given the need for some kind of a pedestrian way, maybe there is a <br />way for the County to take that road more seriously; would not be <br />upset if the City continually bugs the County about moving it up <br />on their priorities. <br /> <br />Page 7 <br />
