<br />e <br /> <br />e <br /> <br />e <br /> <br />, . <br /> <br />Mr. Ernst indicated that he owned three other shopping centers, one at Golden Valley, <br />one in Fridley and one in Maplewood and those shopping centers have amusement centers <br />within them. He stated that he was not the owner of those amusement centers but was <br />familiar with their operations. <br /> <br />Commissioner Knuth inquired of Staff if inspections were made at the ice cream <br />operation. <br /> <br />Staff indicated that the Health Inspector did make periodic inspections on the ice <br />cream sales part of the business. <br /> <br />Commissioner Knuth remarked that it appears that the residential neighbors have a <br />great concern over the supervision and the operation of this amusement center and <br />have voi ced a concern that it adversely affects the.ir nei ghbonhood. <br /> <br />Mr. Ernst indicated that if there were times when the supervisor was not present <br />in the amusement center it was because the public restrooms were down the hall and <br />that the employees were using the restrooms. <br /> <br />Commissioner Helgeson stated that if appeared that having one person supervise this <br />facility with the number of machines and in the future the billiard tables and also <br />serving ice cream was not adequate. <br /> <br />Debbie Burstad on 21st Street N.W. indicated that she has lived in the area since <br />May and has witnessed a large amount of loi tering and teenagers. She stated that <br />the teenagers have been cutting through their yard and she is concerned for her <br />toddler and newborn because of these teenagers in that particular area. She <br />remarked that when the park is developed she worries about the safety of the young <br />children that will be using the park. She also commented that on the number of <br />occassions she was not able to get through the doors in that particular area and <br />that the person in the ice cream section of the amusen~nt center could not have <br />been more than 16 years old. She stated that she has a very negative opinion on <br />this operation and strongly opposses the proposal for a special use permit. <br /> <br />Nancy Waldron, 2739 21st Street N.W. stated that she had a daughter who was 11 years <br />old who would not go into the entrance by the amusement center. She stated that her <br />daughter was even afraid to go into the Pizza Factory with her parents because of the <br />children that hang out at the amusement center and in hallways. She commented as a <br />concerned parent that she was strongly opposed to the special use permit for an <br />amusement center. <br /> <br />Judy Linse said that she talked to a number of the businessmen in the Rice Creek <br />Center and they are concerned about its use but in these tough economic times they <br />do not wish. to offend anyone especially the landlord at the center. She further <br />commented that she understood the merchants reluctance therefore to testify in <br />opposition to the special use permit. <br /> <br />Motion by Sande, second by Knuth to close the public hearing. <br /> <br />6 Ayes 0 Nayes, Motion carried <br /> <br />Commissioner Baker indicated that he was familiar with the operation because he had <br />an 11 year old that wanted to go there and he personally accompanied his son to the <br />amusement center. He noted that the past performance of this operation is not <br />adequate and because the operation existed without a permit the manager should have <br />been on the best behavior to explain to the City that a permit should be issued. <br />
