He stated that the mall doors were open for the pizza factory and with <br />the proper supervision there would be no problems from the amusement center <br />because of the other uses being closed. <br /> <br />Mr. Ernst stated that this type of use was good because it provided a controlled <br />area for young people and gets them off the street. He requested of the Planning <br />Commission a favorable reaction to the resolution to approve the special use permit. <br /> <br />Chairman Williams indicated that it appeared that the applicant was selling some <br />ice cream and had a display center for electronic equipment but felt that this was <br />not actually a display center for the sale of equipment. He inquired of Mr. Ernst <br />if he had actually sold any machines out of this establishment. <br /> <br />Mr. Ernst indicated that all the machines were used machines and that resorts up <br />North had been buying the machines. <br /> <br />Chairman Williams stated that teenagers use the machines constantly and that it must <br />be hard on the machines and didn't understand why businesses would then buy those <br />machi nes. <br /> <br />Mr. Ernst stated that it was a tough economi c time and hard to stay in busi ness and <br />in order to sell the machines it helped the sales to show how the teenagers enjoyed <br />us i ng them. <br /> <br />Commissioner Sande inquired why the applicant was putting in a billiard table and <br />if he intended to also sell billiard tables. <br /> <br />Mr. Ernst indicated that it was his son's intent to also sell billiard tables. <br /> <br />Commissioner Helgeson inquired if there was other similar type businesses in the <br />Twin Cities or if the distributor Twin Cities novelty operated similar types of <br />busi nesses. <br /> <br />Mr. Ernst indicated that the Twin Cities novelty main plant in Bloomington was a <br />center for selling the electronic machines. <br /> <br />Commissioner Sande inquired of Mr. Ernst of how the other businesses in the <br />shopping center reacted to this particular use. <br /> <br />Mr. Ernst indicated that the tenants that he has talked to have not voiced any <br />real problems with the concerns over the amusement center. <br /> <br />Chairman Williams indicated that if you went to a business that sold stereos that <br />they have demonstrator models that you can use without putting in money and there- <br />fore don't require any exchange of money to use these demononstrators to determine <br />if you wanted to purchase the product. He noted that the display of electronic <br />games did not seem to be consistent with other types of retail businesses. Mr. <br />Williams further inquired of the applicant about his indication that he had passed <br />experience with these types of operations. <br />
