2- <br />-The rear yard of the property is much lower than the house <br />and street levels.. There are steep banks immediately behind the <br />house and adjacent to 7th St. NW. Construction of a detached <br />garage would not be `a preferable alternative as it would have to <br />access onto highly travelled 7th Street, would require a <br />variance also, andwould be expensive because it would have to have <br />its floor level at street grade-but would be' constructed at 'a <br />point where ground level is about 12' below street grade according <br />to the applicant. <br />The present house and garage presently project closer to <br />7th Street than other houses to the west on that street but it is <br />not especially noticeable because they are separated by a street <br />and some trees To the east of the Johnson house is a row of <br />large trees also coming out close to 7th St. and beyond those are <br />County'Ditch No. 2 and the Polynesian Village complex. The trees <br />at the Johnson's rear lot line have already established a visual <br />Barr-ier_to the east so that extending the garage closer to the <br />street should create no problem in that direction. <br />The only potential problem relates to blocking the view of <br />the intersection for traffic heading west on 7th St. NW and for <br />traffic coming out of Emerald Drive where the driver is looking <br />to the east. It does not seem that extending the garage will <br />create any problem in this respect and there are already a fence <br />and a tree blocking view in this area. There have been no <br />reported accidents at this intersection since the first of this <br />year and the Police Department was not aware of any particular <br />problem at this location in prior years. <br />Planning Commission Consideration (9/17/74): <br />The Chairman read the background discussion. <br />The applicant, Kenneth Johnson, was present to answer <br />questions. <br />It was noted that the applicant has an illegal fence located <br />in the 7th Street right-of-way which was blocking the view at the <br />intersection. It was also noted that this fence was located at the <br />top of a steep bank and that were it moved back to the property <br />line, the bank would present a hazard to pedestrians walking in <br />the boulevard. <br />Mayor Bromander asked about the size of the present garage.
