<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 27, 1987 <br /> <br />Benke stated the conditions under which council could grant a var- <br />iance are not in existence; and indicated the elimination of <br />Kallestad's setback would be a step backward from council's com- <br />mitment to the comprehensive plan for the Old Highway 8 corridor. <br /> <br />Jack Prescott and John Wojciack, tenants of Kallestad's building, <br />spoke to the council of the need for additional parking spaces. <br />Benke recalled when the building was remodeled in 1979, council <br />was assured that parking would not be a problem in the future; and <br />stated years ago the developer created a problem he now has to re- <br />solve. <br /> <br />Blomquist stated neither seven stalls nor the granting of a <br />variance is a solution; encouraged staff and the applicant to con- <br />tinue working on options. <br /> <br />Following Blomquist's suggestion for a short-term answer while <br />continuing toward a long-term solution, councilmembers suggested <br />the American Legion parking lot, converting long-term storage <br />(landscaping vehicles) on Micom's parking lot to daily parking, <br />and the use of Dairy Queen's lot. <br /> <br />Motion by Blomquist, seconded by Williams, to CONTINUE CONSIDERA- <br />TION OF THE VARIANCE UNTIL THE NEXT COUNCIL MEETING to give appli- <br />cant an opportunity to explore alternatives and encourages staff <br />to consider the possibility of a short-term contract. <br /> <br />4 Ayes - 1 Naye (Benke), Motion Carried <br /> <br />.Mattila reviewed plans and staff report for a plan to construct a <br />building to house a fast food restaurant with a drive-through, and <br />explained this is a revision to a plan which received council ap- <br />proval in November 1986. <br /> <br />In response to Benke's question, Mattila explained he talked with <br />Ramsey County's Transportation Division and was advised the two <br />curb cuts are adequately spaced. Applicant indicated a drive-way <br />toward the south would exceed limits for grading. <br /> <br />In response to Blomquist's inquiry, applicant indicated a joint <br />curb cut with Rice Creek Shopping Center on Silver Lake Road would <br />create the need to remove 220 feet of parking space. <br /> <br />Motion by Gunderman, seconded by Brandt, to APPROVE LP-220 SUBJECT <br />TO THE FOLLOWING CONDITIONS: <br /> <br />I. GRADING AND DRAINAGE PLANS TO BE APPROVED BY THE CITY ENGIN- <br />EER; <br />2. CURB CUT ALONG SILVER LAKE ROAD TO BE APPROVED BY RAMSEY <br />COUNTY; AND <br />3.
