The Police Department would then <br />enforce the prohibition on front yard parking. A further step <br />would he to require the applicant to chain-off the parking areas- <br />so that they may not be used for parking. The ultimate step <br />would simply be to order the applicant to-remove the concrete and <br />landscape; those areasin a manner consistent with the rest of <br />the front yard <br />The question of the front yard parking areas related to <br />the larger question of revising-,the total site plan for the <br />property. <br />The original plan showed the parking area at the extreme east <br />end of the property. This is obviously not functional since it is <br />too distant from the building. The applicant also does not wish <br />to incur the expense of constructing a parking and maneuvering <br />area on this part of the site until the building is expanded. <br />To replace the parking area shown on the original plan, the <br />revised site plan shows 5 spaces adjacent to the north and south <br />sides of the building. Five more spaces are shown on the north <br />and south sides of the building at the east end of the present <br />concrete maneuvering areas. These 20 spaces are sufficient to meet <br />the parking requirements of the Zoning Code for a building of this <br />size. <br />Concern was expressed by the Planning Commission regarding <br />the functionality of parking between the loading docks on each <br />side of the building., We have looked at this question and it appears- <br />to us that there will be adequate room for cars to park in these <br />areas and for trucks to back up to the loading doors. There will <br />be very little clearance, however, between the cars and the trucks <br />under the best of circumstances. If parking is allowed along the <br />north and south property lines, there will not be adequate <br />maneuvering area for trucks to back up to the building. These <br />areas should also be signed for no parking though this is <br />apparently not a prohibition we can enforce in this area of the <br />site. <br />The Planning Commission has suggested that all parking be behind <br />the building. This would eliminate itfre"removed kepotential problems we have <br />noted, however, this parking ar when the build"' <br />A <br />is expanded. The construction of such a parking,area requires'a'` <br />,crushed-rock surface and concrete curbs at a minimum.
