<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 22, 1987 <br /> <br />Benke stated the area (the triangle) is a larger area than he had <br />envisioned; Williams concurred and felt this is a kind of lIback <br />doorll to New Brighton and believed it more appropriate to have a <br />large area alloted near a major intersection, and felt we should <br />check with Mounds View. <br /> <br />Benke sees the Highway 96/1-35W/Highway 8 intersection as a major <br />entrance and feels we need to make this site as desirable and as <br />well-landscaped as can be arranged; and moved, seconded by <br />Blomquist, to CONTINUE THE PETITION FOR VACATION OF A PORTION OF <br />OLD HIGHWAY 8 AND ASK THAT IT BE BROUGHT BACK FOLLOWING SITE AND <br />LANDSCAPE PLAN REVIEW BY THE PLANNING COMMISSION. <br /> <br />Blomquist felt Robinson should have an indication of whether or <br />not it would be council's intent to approve the vacation pending <br />approval of the site and landscaping plans; Benke stated if the <br />Planning Commission approves, he intends to vote in favor of the <br />vacation. <br /> <br />Williams asked if the city's staff would have a role in the devel- <br />opment of the corridor's landscape plan; Benke asked staff to pre- <br />pare a specific recommendation as soon as possible, and to coor- <br />dinate efforts with the City of Mounds View. <br /> <br />Williams asked if Mike Gair is still available to the city; Benke <br />stated he is. <br /> <br />Robinson stated he would be glad to cooperate with the city.s <br />landscaping plan. <br /> <br />Williams asked if the Mayor's intent is to have the entire pro- <br />perty sent to the Planning Commission, including the southern por- <br />tion of the site; Benke stated technically council is only being <br />asked to look at the northern portion, but would like considera- <br />tion given to consistency. <br /> <br />Williams indicated it would be well to deal with it all at one <br />time because the vacation will alleviate some non-conformities on <br />the southern portion; Benke asked that staff and applicant take <br />the request into consideration. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper briefly reviewed staff report and history of the Lake Diane <br />restoration project. Two meetings were held for the 24 residents <br />and the consensus of the two groups is: (1) they would prefer not <br />to operate the aeration equipment in the winter because of the <br />high cost, problems with Department of Natural Resources, <br />unsightliness of signs and fencing; (2) Clean Flo Laboratories, <br />Inc. would no longer be required as the only cost to the program <br />now is the cost to run the aeration equipment during the summer <br />months (there is $400 in the budget for repair parts); (3) carry <br />over cost from 1987 of $234; and (4) would like to budget $2,000 <br />to attempt to remove some of the massive bog with a drag line by <br />working through the ice in the winter (a few residents did not <br />approve of this particular item). <br /> <br />Page 13 <br /> <br />Lake Diane <br />Restoration <br />Project <br />Report 87-240 <br />Resolution 87-102 <br />
