<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 8, 1987 <br /> <br />Public Hearings, continued <br /> <br />Loscheider asked the status of his assessments pending negotia- <br />tion; LeFevere stated the city could levy the assessment tonight <br />and reassess at a future date or, under the circumstances, it <br />would be more reasonable to continue the public hearing to a fixed <br />date in the future. <br /> <br />Loscheider questioned the alley's location in the right-of-way; <br />Proper indicated the alley had been put back where it belongs. <br /> <br />Witkowski stated the project was a good one but, because of <br />Loscheider1s rigid copper pipe, he is concerned about his service <br />and that of the other residents whose homes were built at the same <br />time. <br /> <br />In response to Benke1s question, Proper indicated the majority of <br />copper service was recently replaced; record did not indicate type <br />M or flexible. <br /> <br />Although Witkowski believed copper was standard when the homes <br />were built, LeFevere stated sweat joints have not been up to code <br />since 1932 and, again, noted the city does not guarantee there are <br />no defects in workmanship and indicated the landowner would be <br />responsible if a problem develops. <br /> <br />Proper noted only shut-offs to the water main were replaced. <br /> <br />Motion by Brandt, seconded by Williams, to CLOSE THE PUBLIC HEAR- <br />ING, EXCEPT FOR THE TWO PARCELS REGARDING COPPER AND THE ONE PAR- <br />CEL CONCERNING THE INSTALLATION OF WATER SERVICE WHICH ARE CONTIN- <br />UED TO THE SEPTBMBER 22, 1987, COUNCIL MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Williams, to WAIVE THE READING <br />AND ADOPT A RESOLUTION ADOPTING ASSESSMENT ON DOWNTOWN RESIDENTIAL <br />STREET AND ALLEY REHABILITATION PROJECT 86-1, EXCEPT FOR THE TWO <br />PARCELS REGARDING COPPER AND THE ONE PARCEL CONCERNING THE INSTAL- <br />LATION OF WATER SERVICE WHICH ARE CONTINUED TO THE SEPTEMBER 22, <br />1987, COUNCIL MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Brandt, seconded by Blomquist, to WAIVE THE READING AND <br />ADOPT A RESOLUTION ORDERING PAYMENT OF SANITARY SEWER REPAIR COST <br />ON PROJECT 86-1 FROM THE SEWER UTILITY FUND. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to assessments for Project 86-2 (Belair Park Plat #9 <br />street and utilities), Proper reviewed assessment rates as shown <br />in the 1987 Assessment Report. <br /> <br />As neither council nor the audience had any question, Gunderman <br />moved, seconded by Blomquist, to CLOSE THE PUBLIC HEARING. <br /> <br />Page 7 <br /> <br />Project 86-2 <br />Resolution 87-95 <br />9:16-9:20pm <br />
