<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 25, 1987 <br /> <br />Robinson felt a vacation would not be necessary but a variance <br />might be for the front; also indicated the county is proposing to <br />curve Old Highway 8 on the north end of the property 20 or 25 feet <br />west. <br /> <br />Gunderman asked if it is the intent that all of the buses would be <br />parked indoors; Robinson stated that is the intent. <br /> <br />Benke stated one concern is (if the issue is deferred) that we <br />have not pursued the concept of the greenway for that area. <br /> <br />Williams felt .Robinson may be improving that area by garaging all <br />of the buses. <br /> <br />Mattila commented that the vacation of the right-of-way (if think- <br />ing about going back to the Planning Commission) would give appli- <br />cant and staff more area to work with. If it is not vacated, the <br />city would need to look at a variance for front yard setback for <br />garage bay doors. <br /> <br />With regard to the non-conformities noted in the staff report, <br />Benke asked staff if there are ways these non-conformities could <br />be addressed to staff's satisfaction; Mattila stated if the right- <br />of-way is vacated, total vacation would give staff and applicant <br />more area to work with to try to come up with a landscaping plan <br />in conjunction with the proposed garage. <br /> <br />Mattila stated the other option is to deny the proposed vacation <br />and restore entire area as a landscaped area for the entrance to <br />the city. <br /> <br />Benke believes the city would not need the entire portion for the <br />city's entrance; didn't like to approve variances unless there are <br />good and justifiable reasons. <br /> <br />Gunderman asked about the timetable on the gateway beautification; <br />Locke indicated this area is to be more extensively beautified <br />than where regular signs will be placed. Believes this piece of <br />land is in control of the city and the city should be very careful <br />about relinquishing the control until the gateway plan is deter- <br />mined. This is also a portion of an area we have advised for fu- <br />ture development and this access to right-of-way gives the city an <br />opportunity to use that. <br /> <br />In response to Benke1s question, Locke felt both this area and <br />Highway 96 would be entrances to the Old Highway 8 corridor. <br /> <br />Williams noted New Brighton will have no control over what Mounds <br />View looks like for those coming south; believes we should give <br />consideration to what we want and where it should be located; <br />feels he doesn't have enough information to approve anything this <br />evening. <br /> <br />Motion 'by Williams, seconded by Blomquist, to DIRECT STAFF TO WORK <br />WITH JOHN ROBINSON AND THE PLANNING COMMISSION AND COME BACK TO <br />COUNCIL WITH A RECOMMENDATION AT THE SEPTEMBER 22, 1987, CITY <br />COUNCIL MEETING. <br /> <br />Page 3 <br />
