-4- <br />Planning Commission Recommendation - 11115/77 <br />"Motion by Doyle, seconded by Wickland, to recommend denial of <br />VN-179 but to note that there may be a need to reconsider the <br />floor area ratio requirement in regard to housing of the type <br />proposed by the applicant, <br />4 ayes - O naves - carried." <br />ALTERNATIVES ° <br />The alternatives available for consideration and staff comments <br />are as follows: <br />1. An action to deny both the variance request and the <br />request to build on a substandard lot. The application <br />does not present substantial reasons for granting the <br />variance and the floor area ratio has been consistently <br />adhered to in other similar requests. The applicant has <br />indicated that he could build a home meeting all ordinance <br />requirements. <br />2. An action to approve both the variance and request to <br />build on a substandard lot. <br />3. An action to approve the request to build on a substandard <br />lot, but to deny the request for a variance. The only <br />major issue in this case appears to be the floor area <br />ratio. The use of the property for a single family home <br />is appropriate and the cost of the home that could be <br />constructed would meet a need that the proposed Compre- <br />hensive Plan has identified. <br />4. An action to amend the zoning code by increasing the <br />floor area ratio or by creating a special zoning district <br />for substandard lots. This latter possibility is currently <br />being discussed by the Planning Commission in their <br />Comprehensive Plan. J <br />STAFF RECOMMENDATION: <br />Staff recommends that VN-179 be denied by waiving the reading <br />and adopting the attached resolution. The recommendation is <br />based on our feeling that justifiable warrants for the variance <br />have not been presented. <br />Staff also recommends that the request to build on the substandard <br />lot be approved by simple motion, subject to the condition that <br />the home to be constructed meet all ordinance requirements including <br />the floor area ratio. <br />.~ ~ <br />James F.
