CONSIDERATION OF RESOLUTION REQUESTING CONTINUATION OF REHAB- <br />ILITATION lOAN PROGRAM. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Mattila updated council on the final Planned Residential Develop- <br />ment, plat, and site plans for a 32-unit apartment building in an <br />RN3B district; and showed slides of plat location; staff finds the <br />final plans to be consistent with the preliminary plans; and sta- <br />ted staff recommends two conditions (Items 4 and 5) be added to <br />the Planning Commission's recommendation for LP-212. <br /> <br />Motion by Gunderman, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT A RESOLUTION RECOMMENDING APPROVAL OF PL-158 AND PRD-48; AND <br />TO APPROVE LP-212 SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />1. ALL GRADING AND DRAINAGE PLANS BE SUBJECT TO APPROVAL OF THE <br />CITY ENGINEER; <br />2. APPROVAL BY THE RICE CREEK WATERSHED DISTRICT; <br />3. CONNECT THE TWO EXISTING DRAINAGE EASEMENTS TO INCLUDE THE EX- <br />TREME SOUTHWEST CORNER OF THE SUBJECT SITE; <br />4. REPLACE THE DOGWOOD SHRUBS WITH CONIFEROUS SHRUBS FOR THE <br />PLANTING SCREEN INDICATED ALONG THE SOUTHWEST CORNER OF THE <br />PROPOSED PARKING AREA; <br />5. PROVISION OF BOULEVARD TREES PLANTED AT REGULAR INTERVALS <br />ALONG TENTH STREET N.W.; AND <br />6. PROVISION OF PERFORMANCE BOND OR LETTER OF CREDIT IN THE <br />AMOUNT EQUAL TO 100 PERCENT OF THE SITE AND LANDSCAPING PLAN <br />IMPROVEMENTS, EXCLUDING THE PROPOSED BUILDING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Mattila reviewed slides of plat and explained the applicant's de- <br />sire to divide the land into eleven zero-lot-line single family <br />lots; and noted on June 16, 1987, the Planning Commission held a <br />public hearing and recommends denial of the proposed Planned Resi- <br />dential Development and plat. Mattila advised the staff recommen- <br />dation is also to deny the applicant's request. <br /> <br />Hedlund reviewed the history of the site and made a presentation <br />of his plans, explaining his parcel is zoned for apartments, town- <br />houses, or double bungalows; stated the lots are very deep because <br />there is no Tenth Avenue so his lots, although only 50 feet wide, <br />are larger per square foot than the average city lot.
