<br />Council Meeting Minutes <br />June 23, 1987 <br /> <br />III <br /> <br />Hedlund summarized the proposed PRO is in the best interest of the <br />public as it will create an appearance of progress and newness <br />that will also benefit the other vacant land in the immediate <br />area. <br />Brandt stated Hedlundls plan is less dense in terms of units on <br />the property; from a visual point of view would have nice homes <br />looking very crowded; asked if he had considered clustering to <br />take advantage of the depth. Hedlund stated the development on <br />Robin Lane is 50-foot lots. <br /> <br />Benke stated the staff report speaks specifically to the code re- <br />quirements for granting the PRO and the public interest that needs <br />to be met to do that; and noted the staff recommendation, which <br />concurs with the Planning Commission, states the conditions have <br />not been met. Benke recalled during the proposed Water Ridge de- <br />velopment I'clustering" was considered because of the poor soil <br />conditions. <br /> <br />Hedlund indicated the soil is not that bad, and noted only about <br />ten feet of materials will have to be removed in areas; and stated <br />Ninth Avenue was rerouted to take advantage of the soil. <br /> <br />I <br /> <br />Mattila clarified that curb cuts, rather than traffic or density, <br />is both staffls and the Planning Commission's concern and noted <br />that townhouses or clustering would need only two or three curb <br />cuts, versus 11 curb cuts for 11 single family homes. <br /> <br />In response to the upright curb that was originally installed ver- <br />sus drive-over curbs, Proper indicated the cityls policy is to in- <br />stall drive-over curbs in new developments except when the curbs <br />are on a State Aid road such as Ninth Avenue N.W. <br /> <br />Blomquist stated it appears we are discussing 11 curbs cuts for <br />Hedlund's proposed 11 zero-lot-line single family homes versus <br />eight cuts for the currently platted eight single family lots; <br />Mattila stated staff believes clustering would be more advanta- <br />geous than 11 curb cuts, and noted an appropriate proposal would <br />be viewed positively. <br /> <br />Gunderman Questioned the location of decks, air conditioners, etc. <br />on 11 zero-lot-line homes; Mattila stated normally zero-lot-line <br />developments have different types of development situations (ie. <br />side courtyards, plus and covenants for maintenance, easements, <br />along the common wall, etc.). <br /> <br />I <br /> <br />Benke summarized the proposal would provide eight rather than 11 <br />homes without the usual perks or improvements the council would <br />normal require as part of a PRO; Mattila responded affirmatively. <br /> <br />Motion by Blomquist, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT A RESOLUTION DENYING PRD-49 AND Pl-159. <br /> <br />Page 3 <br />
