<br />III <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 23, 1987 <br /> <br />Benke believes there will be a parking problem on poppyseed next <br />Fall regardless of what happens with the parking lots; the origi- <br />nal action council was asked to take was to ban parking on the <br />south side and limit it on the north side; believes the city needs <br />to follow through with the parking restriction regardless of what <br />else happens, and suggested additional signs may be required in <br />the Fall. <br /> <br />Motion by Blomquist, seconded by Brandt to DEFER ACTION ON A RESO- <br />LUTION DECLARING CERTAIN PORTIONS OF 25TH STREET N.W. AND POPPY- <br />SEED DRIVE TO BE LIMITED OR PROHIBITED PARKING AREAS UNTIL APPRO- <br />PRIATE. <br /> <br />3 Ayes - 1 Naye (Benke), Motion Carried <br /> <br />Proper reviewed staff report concerning plans and specifications <br />for Veterans Park grading project and authorization for advertise- <br />ment for bids; and suggested poor soil conditions can be corrected <br />in the future, if necessary, by installing drain tiles. Proper <br />highlighted the potential problems (liner for pond) and means of <br />correction; indicated the cost would come within the budgeted <br />$50,000; and indicated the completion date is October 1, 1987. <br /> <br />Benke asked if the dry holes are because we have not had much <br />moisture during the last ninth months; Proper indicated that is a <br />possi bil i ty. <br /> <br />Benke believes it would be better to dig now rather than later <br />when the area might be mucky and muddy; Proper responded affirma- <br />tively. <br /> <br />Gunderman asked if the area is controllable and maintainable if it <br />remains dry; Proper indicated the slope is gentle and the area <br />could be mowed if it remains dry, or it would have cattails and <br />wildlife if it was wet. <br /> <br />Motion by Gunderman, seconded by Blomquist, to APPROVE THE PLANS <br />AND SPECIFICATIONS FOR THE VETERANS PARK GRADING PROJECT NO. 87-4 <br />AND AUTHORIZE THE ADVERTISBMENT FOR BIDS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to the emergency restrictions on use of the municipal <br />water system and lawn sprinkling, Proper indicated the ban has <br />been working; we can definitely see the affect of the "no watering <br />between 4:00 - 10:00 p.m." <br /> <br />Blomquist received a number of favorable comments regarding the <br />style of notification (post card) of the ban to all residents. <br /> <br />In response to Gundermanls question, LeFevere indicated enforce- <br />ment would be through the Police Department issuing a misdemeanor <br />tag; Benke stated staff WOUld use its discretion. <br /> <br />Page 6 <br /> <br />Plans/Specifications <br />Veterans Park <br />Grading Project <br />(Project 87-4) <br />Report 87-171 <br /> <br />Lawn Sprinkling <br />Emergency Re- <br />strictions <br />Resolution 87-76 <br />Report 87-172 <br />
