-2- <br />According to Section 11-040 of the zoning code where there are <br />practical difficulties and unusual hardships in carrying out the <br />strict letter of the provisions of the zon-ing code the council <br />may approve a variance from those regulations. In this particular <br />proposal the applicant contends that the additional parking spaces <br />are needed to facilitate the persons who,will be installing the <br />equipment in the new addition. Installation will be completed by <br />the spring of 1981 and at that time the applicant has indicated <br />that the parking area will be replaced with the previously <br />approved landscaping. The applicant feels that without this short <br />term parking area a hardship will result in the employees having <br />to park on Cleveland Avenue which is a county road. The `parking <br />on this county road could result in safety, traffic and road <br />maintenance problems. <br />Staff concurs that the firm is in need of additional parking spaces, <br />and the area proposed is the only area available for the parking. <br />It appears that it would be a hardship for the company.to have its <br />employees park on a county road. The unique circumstance is that <br />this firm requires.such a lengthy time for installation of <br />equipment. During the construction period for most companies, off- <br />street parking is not regulated until the end of construction. In <br />this case, once the building is completed, there still remains <br />a lengthy time period in which equipment is installed. <br />If the proposed parking area is approved, it should be oiled t.o <br />avoid any dust control problems and should be screened from the <br />view of persons traveling along Cleveland Avenue. However, the <br />screening should not reduce visibility of cars traveling in and <br />out of the site. In addition, the variance should only be approved <br />for a designated time period. <br />In summary, it appears because of potential safety, traffic and road <br />maintenance problems the warrants are present for granting the <br />variance for a set time period. <br />PLANNING COMMISSION CONSIDERATION AND RECOMMENDATION <br />EXTRACT FROM MINUTES <br />BOARD OF REVIEW <br />REGULAR MEETING <br />AUGUST 22, 1979 <br />VN-208 NORTHWESTERN BELL <br />Staff briefly reviewed the request of the applicant. <br />Dick Martinson, representing Northwestern Bell was present to answer <br />any questions, <br />Council Representative Senden questioned the need.for the two (2) <br />additional driveways off of Cleveland Avenue.
