<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 26, 1987 <br /> <br />With regard to Brandt's question regarding the size of the truck, <br />John Marland, Super Cycle, indicated the rig is about 14-16 feet <br />long, which includes a one-ton pick-up with two bins with a goose- <br />neck trailer with three bins; he indicated the trailer can be tem- <br />porarily dropped where areas do not permit a heavy load or are <br />narrow. <br /> <br />Morland indicated Super Cycle currently has a recycling contract <br />with about two-thirds of Minneapolis, several districts in St. <br />Paul, Fridley, Roseville, and other communities in the area. <br />Morland further stated Super Cycle is designing an advertising <br />program with which, in accordance with Benke's request, they will <br />work with Ramsey County for presentations to schools. <br /> <br />Motion by Gunderman, seconded by Brandt, to APPROVE AN AGREEMENT <br />BETWEEN RAMSEY COUNTY AND THE CITY OF NEW BRIGHTON FOR A RECYCLING <br />GRANT; AND TO APPROVE THE AGREEMENT BETWEEN THE CITY OF NEW <br />BRIGHTON AND SUPER CYCLE, INCORPORATED, FOR RECYCLING SERVICES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper introduced William Weyrauch, Braun Engineering Testing; <br />Weyrauch summarized his report and conclusions based on experience <br />with repair materials and industry practices. Weyrauch summarized <br />damage is a cosmetic problem rather than structural; repairs were <br />done in a conventional manner; no problem with long-term durabili- <br />ty; might want to approach the contractor (Midwest Asphalt) for an <br />extended warranty; and the repair is quite adequate and done cor- <br />rectly. <br /> <br />In response to councilmembers's questions, Weyrauch indicated he <br />has seen these types of problems before, but not as extensive; <br />this type of damage does occur; from a repair standpoint, it does <br />not matter how the damage occurred; soundness was done by a visual <br />examination, scraping with a key, and kicking; should council de- <br />sire, a sound test can be done on the entire test; indicated only <br />if the curb was so damaged that it would not function properly <br />would he recommend tearing it out completely; was not looking for <br />structural damage unrelated to the curb (Proper indicated any dam- <br />age would be corrected prior to the final layer of asphalt). <br /> <br />Proper did not feel the city should spend additional money but <br />would prefer an extended warranty period; believes there will be <br />some epoxy that will not hold; but, on the whole, feels we will <br />find the patched material will be as strong as the curbing. <br />Proper indicated some curbing has been replaced where the surface <br />was cracked; feels the color difference between original and <br />repaired will disappear and there will only be a difference in <br />texture; wearing course will make it less visible; and we are see- <br />ing the project at its worst right now. Proper indicated he would <br />work with attorney on extended warranty device. <br /> <br />Upon inspection, Weyrauch felt the sample of curbing was a result <br />of improper cleaning of the concrete before repair was made, or it <br />could have been soiled after the repair was made. <br /> <br />Page 3 <br />
