Calculating density on net acreage .(delete <br />streets and public park) the request is to determine the number of <br />allowable units at about 68% of the normal district requirements. <br />Alternatives to the variance proposed include: <br />1. Not accepting the park dedication - in this case the park <br />would .become private open space. The density with the <br />approximately 5 acres of private open space would be <br />well within the PRD standards. <br />- 2. Rezoning sufficient land to R-3B to eliminate the need for <br />the variance. There is perhaps some benefit to this <br />approach. No variance_would be needed and actual use would <br />be zoned. My reservations are that R-36 zoning would be <br />inconsistent with the proposed Comprhensive Plan. Further, <br />,in the event the condominium project was. not finalized the <br />land would be zoned for the-higher density. If the property <br />were zoned R-2 and the condominium-were not built, any new <br />development would be subject. to the R-2 density limits. <br />3. The park could be dedicated after all approvals had..-been. <br />granted and the plat recorded. This would, however, place <br />all units irr a non-conforming status. <br />4. If so desired, the Council could .initiate a zoning .code <br />text amendment to make provision for public park land. <br />dedication. <br />My opinion is that there is some merit for consideration of the variance,. <br />certainly is a unique situation. The variance would also appear to be' <br />totally consistent with the stated purposes of the PRD ordinance.. It <br />would promote the efficient use of land and would promote the public <br />hearth and welfare.. <br />MODIFICATIONS <br />The proposed modifications of this PRD from the normal requirements of <br />the zoning code include: <br />i. Density <br />A. The preliminary plan has lots in an R-1 district less <br />than 10,000 sq. ft. Under a PRD proposal 8,000 sq. ft. <br />lots are permissible. <br />_ B. Two family .dwellings alive a required lot size of <br />12-,500 sq. ft. and under PRD a 10.,000 sq. ft. lot is <br />permitted. <br />C. In an R-3B district with a proposal of 56 .units 245,000 <br />sq. ft. is required and the applicant is providing <br />98,325 sq. ft. Under the PRD increased density <br />calculation 196,000 sq. ft. would be required for 56 <br />units. <br />
