,. <br />Board of Revdew <br />Regular Meeting <br />June 19,.1979 <br />Page #2 . <br />The Board of Planning reviewed the rezoning requests of R-103 <br />and R-107 and recommended. that the property be rezoned R-1 and <br />R-2. The Council will beholding a public hearing on the <br />rezonings June 26, 1979. <br />Staff indicated that the Board~is required by ordinance to take <br />action on PRD #27 and that the Board has the following options: <br />1. Recommend denial; <br />-__ _ ---.~_:~T:~:-2~--Recommend approval;----._-T_~ _ <br />3. Recommend approval with conditions; <br />4. Send application to Council without recommendation. <br />Staff continued to comment on-the plan by noting that in using the <br />PRD density calculation the total allowable number of units would <br />be 128.u,nits under R-1 and R-2 zoning of the property. Without <br />the PRD density calculation, 103 units would be allowed. The <br />proposal before the Board includes a request for 114 units.: If <br />the park land was to remain a part of 'the development a variance <br />would not be needed for the proposal. <br />Chairman Schmidt stated that the Board has three items to-act on; <br />1) the'Prelimi_nary Plan, PRD #27; 2) the Preliminary Plat, PL-118; <br />and 3) a variance request, VN-206. <br />Staff explained the reason-for the 3 actions. The prelimi-nary <br />plat. deals with the subdivision and therefore thedesign and loca- <br />tion of lots, streets, and open space. The variance request is <br />needed because the land to be dedicated to the City for park land <br />was used in calculating the density of the development. Presently, <br />the City has no mechanism available for the donation of the <br />property. A hardship would result if the City accepted the park <br />land donation and subtracted that area out of the density <br />calculation. If the variance was granted, it would serve as a <br />trade-off to the developer for the density requested by .this <br />.proposal. The action on the PRD #27 should be based on the com- <br />bination of plat and general development plan. <br />Commissio-ner Lang asked about the maintenance of the walkways in- <br />dicated on the plan. <br />Staff remarked that the. long. walkways would be privately main- <br />- tained with the provision that passage couldn't be restricted. <br />Commissioner Livingston inquired about the type of uses that the <br />proposed park area could facilitate. <br />Staff reported that if this area were to become a neighborhood park <br />that the Park Board,: with the aid of neighborhood meetings would <br />`~• determine the appropriate uses and facilities. <br />
