PRD #27 <br />VN-206 <br />Page #6 <br />PRELIt~1INARY PLANNED RESIDENTIAL DEVELOPMENT PLAN <br />A. Streets <br />Under the assumption that. the streets will be dedicated to <br />the City and therefore be public streets, the City Engineer <br />has commented that the elimination of the two (2) cul-de-sacs <br />would be desirable-from a maintenance and traffic circulation <br />standpoint. The cul-de-sacs take much more time to plow. than <br />other kinds. of streets. Also, the cul-de-sacs might result <br />in increasing the amount of traffic on-.29th Avenue and Silver <br />Lake Road, where another through street between Rice Creek <br />Road and Mississippi Street-would tend to disburse traffic <br />in the area. <br />However, it .should be noted that cul-de-sacs provide the <br />service of restricting through traffic in residential areas <br />and serve as a safety device for area residents. A'ny develop- <br />merit on this property would more than likely increase the <br />amount of traffic on Mississippi Street and-.Rice Creek Road,. <br />and the use of cul-de-.sacs will resul in local traffic only <br />in the resdentialarea. <br />The issue of a th-rough street versus the proposed cul-de--sacs <br />was raised at virtually all of the many Planning Commission <br />meetings regarding this matter. While not supported by <br />everyone it appeared that the consensus was a preference for <br />the two cul-de-sacs. It was noted that the cul-de-sacs would <br />accommodate a park of sufficient size and shape. <br />The fifty foot wide right-of-way with a five foot wide snow <br />storage easement would be satisfactory. <br />B. Grading and Drainage <br />The grading of the site appears to be quite substantial and <br />there may be a problem with saving the existing trees in the <br />southwest corner and the grading plan shows about 1 to 3 feet <br />of filling in this area. <br />The intensity of storm water run-off-from the site should be <br />no greater after development than before. This. can be accomp- <br />lished by providing temporary water storage areas on Outlot "A" <br />the park. The City Engineer's comments were based on the <br />original plan and not as .now revised. The Engineer should-have <br />a chance to review the revised plans prior to Tuesday's meeting.. <br />C. Sewer and Water Utilities <br />The .proposal can be serviced with sewer and water-with little <br />
