VN-220 <br />Page #2 <br />Landscaping Plan The landscaping plan submitted by the <br />applicant depicts only existing plantins. Staff <br />recommends the provision for a number of planting clustered <br />in the southwest corner of the site to screen the truck <br />manuvering area from persons traveling on Old Highway #8. <br />In addition, additional plantings should be placed on the <br />west and north sides of the building to break up the <br />appearance of the large building. There should be <br />plantings within the forty foot side yard adjacent to <br />8th Avenue NW to provide screening of the parking lot. <br />Staff feels the most important area to be landscaped is <br />the southwest corner to screen the trucks from Old Highway <br />#8. Therefore, the plan should include 8 to 10 evergreen <br />plantings of 6' to 8' in height clustered to provide <br />screening in that area. <br />Old Highway #8 Improvement - The major street plan for <br />Ramsey County indicates a. 99 foot right-of-way for Old <br />Highway #8. This results in a request for the applicant <br />to provide an-additional- 92 feet of right-of-way by means <br />of an easement. Part of the Old Highway #8 improvement <br />project will be taking place yet this year. This <br />additional easement will:require that the building be <br />moved to the east sous to maintain the required 40 foot <br />setback. <br />Site Plan - The site plan indicates by dashed lines existing <br />non-conforming buildings that will be removed as a result <br />of this project. The request for a building permit also <br />includes the demolition of those buildings. <br />STAFF RECOMMENDATION <br />Staff recommends that the Board recommend approval of VN-220 <br />by waiving the reading and adopting the attached resolution. <br />Staff further recommends that the Board recommend approval of <br />LP-115 by simple motion subject to the following conditions: <br />1. That final grading and drainage plans are approved by <br />the Rice Creek Watershed District and City Engineer; <br />2. That the applicant conform with conditions of VN-220. <br />and site and landscape plans dated and signed by the <br />applicant and City Planner. <br />J n M. Archer, City Planner
