EXTRACT FROM MINUTES <br />BOARD OF REVIEW <br />REGULAR MEETING <br />AUGUST ~18, 1981 <br />VN=223, LP=120, PARK PLACE CONDOMINIUMS <br />Staff briefly reviewed the request for a variance to construct a four <br />story condominium building and commented that since the time the staff <br />report was written the applicant and staff have met and agreed to some <br />revisions to the plan. The applicant was present and reviewed a number <br />of revisions to the proposed site plan which include: <br />1. The redesigning of the parking lot to provide for 'a 15 <br />foot setback, the right number of stalls, fire lanes, <br />handicaped parking spaces and the right depth of the <br />spaces; <br />2. That the landscape plan would be completely revised to <br />include the required buffering; and <br />3. That he agreed with the other recommendations of 'staf'f. <br />He further noted that he would meet with the City Engineer and the <br />Park Department concerning the removal of the soil from the Park <br />property and that item would be resolved prior to the City Council <br />hearing, <br />Commissioner Sande stated that she was disappointed that the applicant <br />ould submit a proposal with such a tremendous number of modifications <br />nd request for a variance.. She further commented that the proposal <br />is acceptable only because most of the modifications requested by the <br />applicant have been eliminated. <br />Commissioner Livingston inquired about the construction of the building, <br />what types of materials would be used. <br />The applicant noted that the building would be masonary in construction. <br />Chairman Williams stated that the building would appear to be attractive <br />andthat the project deserves and required a better landscape plan. <br />After considerable discussion of possible findings and conditions on <br />the development,the Planning Commission with the assistance of staff <br />prepared and considered a different resolution from the one prepared <br />by staff originally. <br />Motion by Livingston, second by Baker to waive the reading and adopt <br />a resolution recommeding approval of varinace application, VN-223 <br />making the following findings of fact: <br />1• That under PRD 727 the applicant dedicated 5 acres of. <br />0 <br />land to the City of New Brighton for parks; <br />2. That the Rice Creek Watershed District required an <br />amended storm water-drainage plan which reduced the <br />size of the condominium property;
