<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 24, 1987 <br /> <br />Proper indicated there is a ramp at the corner and there are <br />handi-cap parking locations in the parking lot. Benke noted it <br />would be safer for the handicapped persons to use the parking <br />lot rather than street parking. <br /> <br />In response to Benke's inquiry Sinda indicated there will be <br />bold signage on the bowed structure on the front of city hall, <br />but the intent is to leave it raw concrete. <br /> <br />Proper indicated, in response to Benke's inquiry, it would not <br />be economically feasible to sacrifice parking spaces with <br />islands and trees because either an entire row of parking or an <br />entire lane of travel would have to be eliminated. <br /> <br />Benke then asked about placing islands at the end of the parking <br />lot to eliminate the expanse of asphalt; Anderson indicated the <br />plans could be changed at any time so, if after even a year it <br />was determined we have ample parking space, islands could be <br />installed. <br /> <br />Proper indicated the Engineers were currently working on the <br />parking lot and they could, include a month or so, include a <br />scheme showing plantings at the end of the rows. Benke stated he <br />would like to look at that. <br /> <br />Williams agreed that additional landscaping would improve the <br />appearance of the lot and the building, but suggested reviewing <br />the City Code to determine whether or not fewer parking spaces <br />would be permitted. Benke believed the number of required <br />parking spaces had been previously reviewed. <br /> <br />Schmidt also believed additional landscaping would be appropriate; <br />however, contrasting what is on paper with what it will look <br />like with all the plantings, he would be hesitant to eliminate <br />any parking at this time. <br /> <br />Gunderman would like to get a cost factor for construction now <br />and later; Williams indicated it would be more economical to <br />include additional landscaping in the original work. <br /> <br />Bauer indicated snow removal and plowing should be taken into <br />consideration. <br /> <br />Brandt asked about lighting for the parking lots; Anderson indi- <br />cated where the four standards are located in the city hall lot; <br />Proper stated there is no lighting plan for the overflow lot by <br />the Fire Station. <br /> <br />Bauer stated he would have no objection to having lighting instal- <br />led in the Fire Station's parking lot; Proper believed the lot <br />could be lit without having the light shine in the nearby homes. <br /> <br />Page Four <br />
