I I I Council Meeting Minutes February 24, 1987 Proper had nothing to add to the staff report concerning the Rice Creek Watershed District Management Plan. Proper stated the District has invited comments and he believes other cities will be sumitting comments, also. Benke asked if any discussion had been held with the New Brighton representative on the District's board; Proper stated he had not but noted he is on the Citizen Advisory Board and they support the comments as recommended. Benke stated he is inclined to support the staff recommendation, but would like City Manager and Engineer to meet with our Dis- trict's representative. Motion by Williams, seconded by Benke, to WAIVE THE READING AND ADOPT A RESOLUTION CONCERNING THE RICE CREEK WATERSHED DISTRICT'S MANAGEMENT PLAN. 5 Ayes - 0 Nayes, Motion Carried Concerning the proposed weed removal ordinance, Benke asked that the item be removed from the Consent Agenda in order to suggest the discussion of the Weed Ordinance perhaps be broadened to get weeds on unkempt lots brought up to a higher standard of quality. Benke further believes the council could perhaps incorporate the Weed Ordinance change with a broader effort to plan and implement a "Clean Up Day" (or "Week") this Spring to get the city spruced up for our Centennial celebration. Benke suggested we may wish to have another organization (Citizen Study Committee, Centennial Commission, Planning Commission, Park Board) get involved with a beautification project, and perhaps it could all be packaged and included in the proposed ordinance change. Williams asked if this is the kind of thing that Boy Scouts and other similar organizations might get involved in; Benke respon- ded affirmatively, but indicated a specific group would be needed to plan and coordinate the project. Motion by Gunderman, seconded by Brandt, to SEND THE PROPOSED WEED ORDINANCE AND COORDINATION OF A "SPRING CLEAN UP DAY/WEEK" TO THE CITIZEN STUDY COMMITTEE FOR THEIR REVIEW AND RECOMMENDA- TION. 5 Ayes - 0 Nayes, Motion Carried Announcements and Updates Brandt reported the Human Rights Commission had a discussion which pointed out that cases are no longer being brought to the local Commissions. Brandt further indicated the heavy backlog of cases which have been sent to the State Human Rights Commission, and the fact that those complaints are not resolved for long periods of time. The question of local Commissions doing something to encourage having local issues being brought to local Commissions for expediency was raised.
