<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 24, 1987 <br /> <br />Proper had nothing to add to the staff report concerning the <br />Rice Creek Watershed District Management Plan. Proper stated the <br />District has invited comments and he believes other cities will <br />be sumitting comments, also. <br /> <br />Benke asked if any discussion had been held with the New Brighton <br />representative on the District's board; Proper stated he had not <br />but noted he is on the Citizen Advisory Board and they support <br />the comments as recommended. <br /> <br />Benke stated he is inclined to support the staff recommendation, <br />but would like City Manager and Engineer to meet with our Dis- <br />trict's representative. <br /> <br />Motion by Williams, seconded by Benke, to WAIVE THE READING AND <br />ADOPT A RESOLUTION CONCERNING THE RICE CREEK WATERSHED DISTRICT'S <br />MANAGEMENT PLAN. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Concerning the proposed weed removal ordinance, Benke asked that <br />the item be removed from the Consent Agenda in order to suggest <br />the discussion of the Weed Ordinance perhaps be broadened to get <br />weeds on unkempt lots brought up to a higher standard of quality. <br /> <br />Benke further believes the council could perhaps incorporate the <br />Weed Ordinance change with a broader effort to plan and implement <br />a "Clean Up Day" (or "Week") this Spring to get the city spruced <br />up for our Centennial celebration. Benke suggested we may wish <br />to have another organization (Citizen Study Committee, Centennial <br />Commission, Planning Commission, Park Board) get involved with a <br />beautification project, and perhaps it could all be packaged and <br />included in the proposed ordinance change. <br /> <br />Williams asked if this is the kind of thing that Boy Scouts and <br />other similar organizations might get involved in; Benke respon- <br />ded affirmatively, but indicated a specific group would be needed <br />to plan and coordinate the project. <br /> <br />Motion by Gunderman, seconded by Brandt, to SEND THE PROPOSED <br />WEED ORDINANCE AND COORDINATION OF A "SPRING CLEAN UP DAY/WEEK" <br />TO THE CITIZEN STUDY COMMITTEE FOR THEIR REVIEW AND RECOMMENDA- <br />TION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Announcements and Updates <br /> <br />Brandt reported the Human Rights Commission had a discussion which <br />pointed out that cases are no longer being brought to the local <br />Commissions. Brandt further indicated the heavy backlog of cases <br />which have been sent to the State Human Rights Commission, and <br />the fact that those complaints are not resolved for long periods <br />of time.
