October 7, 1981 Park Board Minutes. <br />Page 2 <br />Anderson said the Park Board has two copies of day care memos. and <br />he gave some background information. Anderson stated the Park <br />and Recreation Department got into it reluctantly last spring. <br />The League of Women Voters worked with the School District for <br />six months.-and were deferred. They wanted a summer program so <br />they asked the City and the School District to help for the summer. <br />The City is acting as fiscal agent, school district is supplying a <br />free facility and the parent organization was doing the leg work. <br />The City had limited involvement at that time..- The Council was <br />concerned about our involvement without them knowing about it but <br />the involvement was limited. During the fall season our involvement <br />increased. We were into the fall program in a small way when it-went <br />to the Council and that's where we are now.. Anderson said his recom- <br />mendation is to continue it for the remainder of the school year. <br />Next year will be under different rules with the referendum failing. <br />Basically the only investment the City has is Maurie's time. The. <br />program is self supporting.. The question is to judg-e whether-it is <br />an appropriate program, that is what the.-Council should addr-ess. <br />Van Hatten asked where the program is operating. <br />Anderson said at Pike Lake. <br />Solberg wanted to express a strong need for. this type of program. <br />A license is very expensive. Very strongly in favor of it. The <br />program is self-sufficient.. <br />Anderson commented that it will be the only program which covers many <br />of its administrative costs. Also transportation is provided for <br />the children. Anderson said he feels good because the City, School <br />District and Parent's Organization can work together. Participant <br />transportation fee is 50~ per ride. We only serve New Brighton <br />Schools; Bel Air, Pike Lake, Valentine Hills,. Sunnyside and possibly <br />St. John's. It is basically a New Brighton program. It started out <br />as a School District program. <br />Johnson asked what is the parent's involvement? <br />Anderson. said they have a Parent's Organization. Parents are going <br />to Land O'Zakes for a grant. <br />Johnson said it is important to keep the parents involved on the <br />administrative level. <br />Anderson said it is hard for those people to get.. involved with ad- <br />ministrative details. <br />Schmidt said Sally Lawerence gave a presentation for the LWV and <br />the number of children who are at-home alone because parents are <br />working is 85 within the School District, <br />Anderson said there are 10 in the program now and there were 15 <br />in the summer. <br />Schmidt said the Council was shocked. Keep communication open on <br />a temporary basis or ongoing basis. <br />
