October 7, 1981 Park Board Minutes Page 7 <br />Dahl asked on what specifically? <br />Commers said the city-owned. and. operated park. <br />Gunderman responded that this was discussed many years ago. <br />Commers asked if a small scale plan was ever done? <br />Gunderman said there wasn't any way to do it. The City couldn't <br />afford it. <br />Commers asked if there was access to the park through the industrial <br />area. <br />Schmidt said there is currently a .conflict with Walburn Inc. They <br />want the area heavy industrial and-the City-does not. Rezoning. <br />will have to be done.. It is conceivable,to get access.. Don't <br />see. anything happening within the near future..-Hope to get a <br />free road but nothing available right now. <br />Gunderman said we were considering this as a second, emergency <br />road. <br />Commers asked how much a road would cost. <br />Anderson said ~ million dollars, The railroad crossing needs <br />signals also. <br />Commers asked how much money-there is for development. <br />Anderson said approximately 1.6 million dollars. <br />Anderson said he has a memo from the City Manager. We get <br />$750,000 if 'we "sell" the land. If we don't go regional, <br />$500,000 - $1,b00,00 development costs will be needed. Oper- <br />ating costs are separate from,that. Limited development is <br />still $500,000. The only way to fund, as the manager sees it, <br />and Anderson agrees, is by a bond issue. <br />Commers: has concerns with the County developing .and operating. <br />Would be so much better if New Brighton could develop it ourselves <br />with fund raiser-organizations. If it wasn't developed extensively <br />with blacktop, etc., it will save alot of money. <br />Dahl asked Commers to explain what she means by extensive... <br />Commers said she considers the concept plan extensive. <br />Dahl asked if there were too .many types of each activity. <br />Commers said no. There is too large of development for everything, <br />No wildlife will be left. Dr, Breckenridge said that too. <br />Van Hatten said that.'s not what he heard Dr. Breckenridge say. <br />He heard him say the park could be planned very easily to not <br />disturb nature leaving it very virgin if the development-was <br />kept in the part that is already disturbed. <br />
