July 1, 1981 Park Board Minutes Page 10 <br />Gunderman said he wanted to get fair: representation. <br />Anderson went over the concept plan so that. residents would have <br />an idea of what is being planned. Many things cannot be decided <br />at this time, they have to be decided as they occur. There is <br />no development that is close to the lake except the .beach and <br />boat launch. The boat launch is the only detailed portion of <br />the plan that has been approved. There will be six spaces <br />avaiiab e for trailers with approximately 20 other spaces for <br />cars. <br />One resident commented that as the petition shows there is a <br />strong feeling for a nature center.. Will we get input. <br />Gunderman said not at this time. Tonight the discussion is on <br />the.joint'powers agreement. <br />Johnson stated that in the operation and maintenance portion <br />stating the County has the option to contract with New Brighton <br />or other agency, it should be noted that New Brighton has the <br />first option to referral if it is contracted out. <br />Van Hatten asked if a motion was needed. <br />Gunderman responsed whatever is your pleasure. <br />Van Hatten said he would motion for discussion purposes. <br />Motion by Van Hatten, seconded by Dahl, to recommend the proposal <br />for adoption as presented. <br />Amendment by Van Hatten,: seconded by Carlson, to change page 2, <br />number 2 of the joint powers agreement. The changes would be <br />to add the words "and County" after "..provided at other regional" <br />and change the words "implementing agency" to the word "responsible." <br />Amendment passed. <br />Johnson asked why we donut have it relative to all regional parks <br />have them all the same. <br />Carlson stated that the buy-back clause be worded by the City <br />Attorney so that Ramsey County adheres to the agreement. <br />Johnson agreed. <br />Dahl suggested instead of the buy-back clause say ownership not <br />change hands until 1984. Lease the land. <br />Carlson stated he wants the option to say that we own the land <br />if Ramsey County should come up with something City doesn`t want. <br />
