<br />Supplement to Report No. 80-110 <br />August 5, 1980 c? <br />REPORT TO THE CITY COUNCIL <br />NEW MUNICIPAL LIQUOR STORE <br />• <br /> <br />On August 5, 1980 the City Council held a public hearing <br />on the General Development Plan for the revitalization of <br />downtown New Brighton. That Plan addressed, among other <br />things, the compatability of a new municipal liquor store <br />located at the intersection of 10th Street NW and 5th Avenue NW. <br />Previously the Council received and discussed various sub- <br />mittals which address projections on profitability of the <br />new liquor store and the selection criteria for an architect. <br />Clearly, a new municipal liquor store is compatable with <br />downtown redevelopment and will show a committment by the <br />City to the revitalization. The new store will serve as <br />a traffic generator and will bring people into the downtown <br />not only during the day but the evening hours as well. A <br />new store will not adversely compete with other redevelopment <br />proposals. <br />The staff has completed an extensive evaluation of architectural <br />firms and interior design companies and many facilities have <br />been toured. The recommendation of the staff is to hire the <br />architectural firm of Architectural Alliance, and Associate <br />Projects Corporation for interior design purposes. Their <br />proposal is_included. <br />We are likely talking about a facility which would cost, <br />including fees, in the neighborhood of $650,000 -$700,000. <br />Total fees for engineering and design would amount to 6.4% <br />of the project, a very reasonable figure in my opinion. <br />The staff is enthusiastically recommending that the City <br />proceed to authorize funding and construction of a new <br />municipal liquor on%off-sale store immediately. <br />In addressing the projected funding for the <br />is important to identify for you the likely <br />reserve funds during the next two (2) years. <br />are: <br />1) New Liquor Store <br />2) Renovation of Fire Hall into <br />Public Safety facility <br />3) Park capital improvement projects 1981 <br />4) Golf course public improvement <br />projects 1981 <br />5) Park capital improvement projects 1982 <br />6) City Hall renovation (in the event the <br />Police relocate out of the building, <br />including the possibility of a new roof) <br />Issued by City Manager <br />facility, it <br />use of City <br />These uses <br />$700,000 <br />$425,000 <br />$220,000 <br />$ 31,400 <br />$118,000 <br />$5,000-$20,000
