J <br /> <br />r November 12, 1980 Park Board Minutes Page 5 <br />Gunderman commented that who owns the park makes a great difference <br />in what will happen. Local control is very important to him. <br />Gunderman stated that if the City would police the area themselves, <br />we may possibly be able to go through legislature to become the <br />implementing agency and get funds they would get. <br />Motion by Dahl, seconded by Hogan, that no action be taken until <br />a proposal is received from the County Board. Motion passed. <br />Gunderman, Johnson naye. <br />Carlson said there are other alternatives if someone wanted to make <br />a second motion for another plan as to what to do with the property. <br />Dahl said that people may prefer negotiations with the County staff <br />before it gets to the Board. <br />~1 <br />I,J <br />Anderson reminded everyone. there are only seven days to work with <br />this. <br />`Carlson stated he supports Dahl's motion because we don't have <br />enough information 'or time to evaluate the proposal. <br />Johnson felt we should comment to Ramsey County staff there isn't <br />adequate levels of control:. The way it is currently written, he <br />would not give up ownership. <br />Dahl asked what Ramsey County's disagreement is with the Manager <br />and Anderson. <br />Anderson stated mainly the language. The City would like stronger <br />language in favor of the City. <br />C. 1981-86 CIP <br />Anderson said the City Manager has gone through all the CIP - <br />Fire Ha11, Liquor Store, etc. He is showing the project and source <br />of funding, :Anderson said the Council will decide how much will be <br />used on the liquor store and fire hall. and then prioritize from what <br />is left. No one knows what money will be left for park projects. <br />Anderson went through and defined what each CIP project involved. <br />Dahl suggested that Long Lake fencing be put at the bottom. <br />Gunderman asked why. <br />L~ <br />Dahl stated Anderson said there are so many questions on Long Lake <br />at this time and so much uncertainty as what is happening with tY~e <br />park that he doesn't feel it is feasible at this time. The money <br />is there if the County funds it but if not, he doesn't know where <br />the money will come from; <br />Grimshaw favored Hansen as #1 because he's afraid if it's not first, <br />it may be taken off completely.. He favors Park Signing as #2. <br />
