September 3, 1980 Park Board Minutes <br />Page 4 <br />A resident asked what was being gained from the double entrance. <br />Residents .want single entrance and are continually being overlooked. <br />Van-Hatten said .residents were not being overlooked, their presence <br />proves that. <br />There was discussion about cost of the project and Gunderman asked <br />Proper to go over costs again. <br />Proper stated the cost estimates from last year were very close be- <br />tween the two proposals but not a significant amount to make a diff- <br />erence in the decision. between the two. <br />Gunderman asked again if the parking lot would be stable. <br />Proper stated it should be put in on top,of the old parking lot. If <br />it were moved .off the crust already there it would be a problem. <br />Dahl commented that from a safety standpoint if you .are going north <br />on 16th and trying to-turn west on 5th, the dual entrance could be <br />a problem. Neighbors have expressed this. concern to her. Dahl was <br />concerned for people., if any, that faced 16th and were unable to park <br />on the street. <br />Anderson said there were no :homes that faced 16th between Sioux and <br />5th Street. <br />A resident asked. if the Park Board had checked with the Police Dept. <br />for safety probl-ems at the park. <br />Anderson said a written. report was never received but them has been <br />verbal contact with them and. they-said there has not. been a problem. <br />Harcus stated a stop sign would solve the problem of fast moving <br />traffic into the park.. <br />Resident Eileen McKee said-there were 150 signatures on a petition <br />against the dual entranc/exit. This should .give the Park Board an <br />idea of .how the residents feel. Free skating area will be moved and <br />tot area moved. Feels the tot area should be together because the <br />children are easier to watch. Another whole year has gone by and we <br />are back at the start. How can the Park. Board ignore 150 signatures <br />on a petition. <br />Johnson asked if the petition didn't refer to a mid-block entrance <br />and exit. <br />Anderson said the petition was very general but opposed mid-block <br />entrance :and also stated the single entrance was favored at the <br />present location. <br />Carol Sylvester asked why the trees were. in the .middle of the parking <br />lot. She thought it may decrease the number of cars in the lot.- <br />Anderson said it will not affect the .number of cars but is more for <br />aesthetics. Even if the trees weren't there it would be curbed. <br />
