May 7, 1980 Park Board Minutes Page 2
Van Hatten asked if anyone else felt as the Manager did.
Noone responded.
Gunderman stated if Ramsey County did operate the park, it would
probably be considerably different from what the City has been
planning.
Anderson felt it would not change. Ramsey County would probably
stick to the original plan. If it was .turned over to the County,.
the City would have less control. Anderson is concerned with the
maintenance more than the development. He feels the County may
not do as good a job.
Gunderman stated the Park Board was asked to attend the Council
meeting. The Council is aware of how sensitive this is and wants
Park Board input.
Gunderman asked the Park Board to put something together in writing
for the'Council.
The Park Board wrote a memo to the Council - see attached.
Gunderman said the City would have final say in what would happen..
When getting into maintenance, you are getting into philosophical
things. Gunderman stated it would be hard for ,him to stay on the
Park Board if control was given to Ramsey County.
Carlson stated he also felt the same.
Gunderman .stated that if the whole park system was .based on
economics, there wouldn't be any parks..
Grimshaw stated that .even with local control of the boat ramp, etc.,
there are potential problems. Who knows what would happen if total
control was by Ramsey County.
Van Hatten asked if the County property bordered Long Lake.
The response was no. Ramsey County does, not have control of Long
Lake.
Anderson stated that in June of 1979 the Park Board stated Ramsey
County. would maintain 750 of the park and the City 250. The City
would have total control of its portion.
Johnson stated that the .Park Board has acted as a sounding board
for the residents.` If residents have to go to the County, :they'll
be starting all over. In workshops, etc. it has been brought up
that the residents do not want the City to lose control of the
park.
Carlson stated that the Park Board members comments sums up how
he feels.
