May 7, 1980 Park Board Minutes <br />Page 5 <br />Christenson stated New Brighton~.should°shar_e in the same agreement -- <br />as other Cities in the area. <br />Anderson noted that Shoreview has approved almost the same agree- <br />ment as the-one now being submitted to New Brighton. Mounds View <br />and Arden Hills are. in the process of considering similar agree- <br />ments. <br />Christenson stated that on page 3 of the agreement there had been <br />concern that the Cities in the Joint Powers Agreement may be left <br />out should the 1330 policy be changed. Dr. Christenson explained <br />that should Policy 1330 change., it would include the City. <br />Christenson said that should the City decide not, to participate, <br />the consequences were listed in his memo. <br />Christenson said there is still the question on what schools. are <br />built for. He stated for education with shared use by the community. <br />Anderson stated the Council had asked for a school use memo. He <br />referred to a memo he had written showing the City's use of the <br />schools. He .also stated the trends established and numbers may <br />not be exact-.but are fairly accurate. <br />Gunderman asked for the pleasure of .the Board. <br />Dahl stated she accepts the revised agreement. She feels the City <br />should do everything possible for shared use. <br />Motion by Dahl,. seconded by Olson, to accept the revised draft of <br />the Highview Joint Powers Agreement, Motion passed. <br />Discussion <br />Van Hatters stated that the last decision on the agreement was a <br />bit hurried and not examined closely by the Park Board. He was <br />concerned that the Park Board. may be rushing into this. <br />Anderson didn't see that the Park Board was rushing into the agree- <br />ment. The agreement has been studied for a relatively long time <br />and all angles have been. looked at. The dollar amounts have dimin- <br />ished to reasonable amounts. He cannot think of any other information <br />that would help in making the decision,. Anderson also stated it will <br />be on-the Council agenda May 13th. <br />Christenson commented that they would not have been able to do the <br />Highview work without the help of New Brighton City staff. There were <br />some risk areas and through .the joint efforts the City and School <br />District are able to come up with the best idea for both the School <br />District and the City. <br />Christenson asked if there were any other concerns anyone had re- <br />garding the School District. <br />Van Hatters wondered who was responsible for the ball fields at the <br />CRC. <br />Anderson stated the City schedules the fields at the CRC. <br />
