April 2, 1980 Park Board Minutes <br />Page 3 <br />Senden asked how this relates to what they are doing in .other <br />parks. <br />Anderson said they are apparently favoring low maintenance de- <br />velopment. Anderson stated the City should get a good idea of <br />where the County is going with its regional park system sometime <br />in May. <br />Senden commented that perhaps the Council should have a look. at <br />the draft before it goes to the County Board. <br />Anderson.. stated that the copy was very rough and that it had <br />handwritten notes on it. It is not a formal .document but he <br />would see that the Council receives copies. <br />Senden feels maintenance and upkeep of the park is a main concern. <br />and New Brighton should not allow the County to get out of it if <br />it is a Regional Park. , <br />Anderson stated there axe petroleum residuals on the Long Lake site.The <br />PCA requested investigating the site. Estimate for testing is <br />$10,000. <br />Senden asked how much land is affected. <br />Anderson said about 2 acres. Minnesota Transfer Railway is also <br />involved. They are conferring with their attorney to see if the <br />refinery may be held responsible. <br />Senden said our attorney should be contacted immediately and also <br />Blomquist should be contacted. <br />Anderson stated there is potential reimbursement money from Metro <br />Council :for clean up but it was originally not intended for this <br />purpose. <br />Senden stated he agreed that something should be done at .the Long <br />Lake site. this year. The people have paid for it-and now there is <br />no access. When is-site work scheduled? <br />Anderson said some minor work,. $5,OOA worth, is scheduled for 1980. <br />That is for removal of dugouts etc. <br />Senden asked cahen the sediment from the lake would be pumped. <br />Anderson said 1981.. The sediment-will go into the gravel pit. <br />East of the building site is a pumpkin patch that has a drainage <br />line into the lake. Anderson has talked about letting the sedi- <br />ment sit and use as top soil and then plug and use as a pond. <br />Gunderman asked how long the Metro Council money can stay in <br />escrow. <br />Anderson stated it can stay there 'f or any. length of time but that <br />the money is rapidly. losing much of-its purchasing power. <br />
