Representatives from New Brighton will go
to Chicago to give them our damages notebook in early January.
Powell suggested the city continually keep the pressure on in
Washington D.C., and indicated the Enforcement Division would
probably pay for damages but not our attorney fees. Powell also
suggested representatives of New Brighton go to Washington just
prior to the National League of Cities conference.

Sinda stated Williams, Proper, and John Drawl, staff attorney,
met with Congressman Vento yesterday. Vento suggested we keep
the pressure on and felt it was a good sign that Powell was
talking in that vein, and that the Army says they will do things
off-site.

Sinda advised council that City Attorney Charlie LeFevere had
broken his ankle recently and that Oave Kennedy has been assigned
to New Brighton during LeFevere's his absence.

Regarding the Ramsey County court consolidation issue, Sinda
reported he went to a debriefing meeting of the Ramsey County
League of Local Government's Courts Consolidation Committee last
Thursday, and received a letter from Don Salverda addressed to
Finance Personnel and Management Committee of the County Board
(Which council will be receiving, also) which included an order
from the Chief Judge ordering the court administrators to com-
mence consolidation of the suburban courts, and requested $50,000
to start action. Sinda reported no one was very pleased, and
this question was sent to the RCLLG Committee. Yesterday John
Kelley, New Brighton's Police Chief, and Ken Collins, Maplewood's
Police Chief made a presentation of concerns and it was tabled
for two weeks.

Sinda state met with City Managers of North St. Paul, Maplewood,
and White Bear Lake and they will be talking to their council's
about getting a court injunction and possibly a lawsuit to stop
the cases from being transferred from our cities to the court in
St. Paul. Sinda advised Charlie LeFevere felt the fee would be
$5,000 which could be split between the four cities if we have to

Page Nine

Set Workshop:
Jan. 6, 1987

Leaders Group

Snow Plowing on
Cable

Water Contamintion
Update

Temporary City
Attorney

Court Consolidation
Update
