<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 9, 1986 <br /> <br />Council Business, continued <br /> <br />Kelley reviewed staff report concerning speed limits in school <br />zones; and recommends staff look at state codes and location of <br />signs. <br /> <br />Benke believes signs in place were the product of previous <br />research; Kelley has a concern with impact of traffic flow, <br />speeds, volume. <br /> <br />Benke stated we should consider need for enforcement of signs, <br />experience indicates signs don't slow down the traffic. <br /> <br />Schmidt stated the issue is related to the schools and should <br />also be discussed with the School District along with the <br />trespassing issue because they need to know what the city is <br />doing. <br /> <br />Motion by Williams, seconded by Schmidt, to DIRECT STAFF TO <br />CONDUCT REQUISITE STUDIES, INCLUDING INPUT FROM SCHOOL BOARD <br />OFFICIALS, AND MAKE RECOMMENDATIONS TO THE COUNCIL TO ESTABLISH <br />SCHOOL ZONE SPEED LIMITS ADJACENT TO SCHOOL LOCATED WITHIN NEW <br />BRIGHTON, WITH THE CONSULTATION WITH SCHOOL BOARD OFFICIALS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper briefly reviewed staff report concerning a proposed <br />office space change in the city hall remodeling project. <br /> <br />Benke inquired about adding a door in the conference room from <br />the Finance Department; Schmidt also felt a door should be <br />added. <br /> <br />Motion by Schmidt, seconded by Williams, to APPROVE THE OFFICE <br />SPACE CHANGES IN THE NEW CITY HALL AT A COST OF $4,202.00, AND <br />DIRECT STAFF TO HAVE THE ARCHITECT INCLUDE A CHANGE FOR AN <br />ADDITIONAL DOORWAY IN THE CONFERENCE ROOM FROM THE FINANCE <br />DEPARTMENT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda indicated the 1987 wage ranges represented a four percent <br />increase as budgeted (noting that public works and liquor union <br />employees settled for four percent for 1987), and that the recom- <br />mendation includes a $10 per-month-per-employee increase in the <br />city's participation in health insurance, also as budgeted. <br /> <br />Motion by Gunderman, seconded by Schmidt, to WAIVE THE READING <br />AND ADOPT A RESOLUTION ESTABLISHING WAGE RANGES, INSURANCE CON- <br />TRIBUTION FOR NON-UNION PERSONNEL, AND TO CONTINUE $.21 MILEAGE <br />REIMBURSEMENT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Eight <br /> <br />Speed Limits in <br />School Zones <br />Report 86-314 <br /> <br />Change: City Hall <br />Finance Area <br />Report 86-315 <br /> <br />Wage Ranges, Insur- <br />ance, Mileage <br />Report 86-316 <br />Resolution 86-138 <br />
