• <br />(2~ <br /> <br />are programmed for construction in 197- to create a safer access to <br />Highview Jr. High School. <br />Mr. Werdouschegg stated that they were not interested in asphalt courts, <br />but recommended the construction of clay courts in the free-skating area. <br />He stated that clay courts were cheaper to install and would create a <br />multiple use of the free-skating area; tennis in the summer and skating <br />in the winter. <br />Hagemeyer noted that the maintenance costs of clay courts are extremely <br />high. Gunderman stated that there appeared to be two problems; financing <br />and the type of construction. Smith suggested the possibility of a <br />joint-powers agreement with District #621. Motion by Smith that the <br />administration investigate the possibility of a joint venture with <br />District #621 to install permanent tennis courts on Pike Lake school <br />grounds. Seconded by Weissman. Motion carries. The Board requested <br />a progress report at the November meeting. <br />Park Signs <br />The Board discussed the signing of Sunny Square, Veterans and Creek View <br />Parks. Motion by Weissman, seconded by Smith to approve the project <br />as submitted to the Council for signing parks. Motion carries. <br />Ice Arena <br />In reply to the Board's request, Recreation Systems Inc. submitted a <br />letter dated September 13, 1973 as an addedum to their proposal dated <br />July 26, 1973. The letter indicated that the firm would include in the <br />feasibility study the possibility of New Brighton as a Village financing <br />and operating an ice arena, as well as the possibility of the Village <br />and Recreation Systems Inc. cooperating on the ice arena's construction <br />and operation. <br />Gunderman stated that he was still somewhat skeptical about the private <br />industry accessing a municipality's needs for a public facility. It <br />was noted that an ice arena is closely related to the question of a <br />community center/civic center/armory and this question would likely be <br />explored through the Downtown Study proposed by the Council. It was <br />suggested that consideration of an ice arena be incorporated into the <br />Downtown Study. Smith stated that he was concerned by the timing of a <br />Downtown Study, and that he felt that the data generated by the ice <br />arena study could be used in any later investigations. However, the <br />Board had for years been discussing the possibility of an ice arena <br />and he felt that we should answer the question once for all. Weissman <br />concurred with Gunderman in his concern that a company who will be <br />constructing and/or operating the arena be also involved in studying <br />the feasibility of an arena. He suggested that there may be a real <br />conflict of interest. Smith moved that the Park Board submit Recreation <br />
