Smith noted that <br />neighboring villages were providing large increases_in park and recreation <br />budgets. <br />Gunderman suggested that the leisure time area may be loosening up. Dahl stated <br />that the Park Board has done a great deal of planning recently but that is <br />a,ll has to be drawn togehter into an integrated whole. Gunderman asked if the <br />department could develop a tentative.working document detailing where the park <br />system is heading. <br />Dahl suggested that it should cover 3 areas: an overall philosophy, desirable <br />acquisition and development, and the role of the Park Board and the Park and <br />Recreation Department iri implementing the program. Sherlock stated that until <br />the Council has a capability in a financial way, planning is not going to be <br />effective. <br />Dahl replied that the Park Board-has to provide the Council. with a detailed <br />plan to provide the motivation for a f financial committment. <br />M.R.P.A. MEMBERSHIP <br />It was reported that the Minnesota Recreation and Park: Association had recently <br />re-organized and provided for membership for lay boards and commissions. It <br />was suggested that the Board consider joining. Smith moved that the New <br />Brighton Park Board become members of the board and commission section of_:.the <br />M.R.P.A. <br />Hagemeyer second. - Motion Carried. <br />DEPf~RTMENT REPQgT <br />The Department .reviewed past and present recreation programs. <br />PROPOSED BUDGET <br />Gunderman requested that the Board discuss the Department`s proposed budget <br />as he had heard that it was under the gun and was concerned about the possibility <br />of a half maintained park system. He further stated that if additional <br />maintenance help was not received the park system would lose its positive <br />image as thats where the majority of complaints are. <br />Smith stated that the parks need preventative maintenance or the system loses <br />ground in its progress towards completion. <br />Dahl noted that as people are not generally satisfied with the present level <br />of maintenance it is of no value to talk about holding the line, Weissman <br />replied that the people in the Sunny Square area seem pretty satisf led with the <br />maintenance of their parka Gunderman noted that Sunny Square is the only <br />mature park in the system. <br />Shhrlock stated that everyone wants more but not everyone can get what they <br />should have and he was in favor of cutting back the mill levy provided there <br />was no severe drop in service IeveLs, <br />
