<br />The estimated costs of the various parcels was considered.. Gunderman <br />suggested that a special meeting be held so that the Board could tour the <br />parcels and also each individual member should give consideration to alter- <br />native acquisition sites.. The meeting was set for 9:00 P,M.. 4Jednesday, <br />,June 9th with the Board convening at 7:00 P.A2. to tour the sites. <br />Dahl reported on the Citizens Study Committee's progesss on the Capital <br />Improvements Program. The Park Board's recommendations did not receive <br />the priority which she had anticipated. Gunderman expressed disappointment <br />at this particularly in light of the fact that park system improvements <br />had been prominently mentioned at the joint commission meeting by all of the <br />advisory bodies. He stated that the Park Board should contact the Citizen's <br />Study Committee as to their feelings. It was requested that the minutes of <br />the Committee's last 3 meetings should be sent to the Park Board members. <br />Et~IVIRONMENTAL ROLE OF THE PARK BOARD <br />The Council's action on the Envi~onmerita'l Studies Commission was discussed by <br />the Park Board. It was considered by the Board to adopt a policy showing <br />an overt concern for the ecology as it relates to the park system. <br />The discussion centered around the fact that many of the procedures used to <br />implement the suggested policy were administrative in nature and not within <br />the Board's province. It was also brought out that many of the concerns with <br />regard to the environment are created by activity outside the Village of New <br />Brighton. <br />Gunderman stated that if the Park Board tried to assume this responsibility <br />then its original functions would be impaired. He further stated that the <br />environment should be dealt with by a more sophisticated, higher level agency. <br />Hagemeyer and Gunderman endorsed the concept of a task force group serving <br />a watch-dog function. <br />Dahl commented that the Park Board cannot serve as an environmental commission; <br />another agency would have to be created. <br />It was brought out that an intensive eriLrcement of clean-up and envirornnental <br />regulations would cost money for increased staff. <br />The Board requested a list of concerns detailing what responsibilities dealing <br />with the environment that the Board could and could not assume be written <br />up for discussion at .the special meeting. <br />RAMSEY COUNTY PARK PLAN <br />Mrs. Loren Ri:eger from Ramsey County Citizen's Committee on Parks and Open <br />Space appeared to discuss the progress of the County Parlc Plan. The bill <br />authorizing the county to bond for 15 million dollars and purchase park land <br />has passed with an amendment which prohibits the county from purshasing or <br />developing land within a community without the approval of the community. <br />The County Board is going to be ecn ducting a tour for mayors of the proposed <br />acquisition sites to stimulate each communities ratification of the plan.. <br />The Park Board discussed that part of the plan affecting New Brighton.. It <br />was suggested that the Board be kept appraised of the progress of the plan <br />-2- <br />
