~~`'~.~:?~ Board meeting
' ~<_~G- _ 2, 1970
~'.a.ci~::A tins would not be available. Satellites were suggested as a
y~ossibility but there was some question as to their acceptor nce by
adjoining 'residents. A concrete proposal will be made to the Bo~.rd
at the October meeting.
_Department R_e ort
In response to the Board's inquiry at the August meeting, a report
was given concerning the speed-skating rink at Richard 0'. Hansen P?~',~.
Chuck Hefty from Brauer and Associates reported that the knoll
adjoining the pond on which the rink was to be placed was larger than
shown on the topo maps. This resulted in the pond itself being smaller.
than planned, too small for a speed-skating facility. Hefty suggested
using the large pond to the north; however, the lack of shelter around
this area would create a maintenance problem which would outweigh the
ae~.efit received from the speed-skating rink.
Yt was also reported that this pond would adequately accommodate the
a~-umber of skaters expected to make use of it. The approximate dimensions
of_ the pond are 1.10 x 150 which will provide sufficient area for '550
si~aAters at 30 square feet per skater, the recommended minimum.
~~ report was presented on the lighting system for the hockey area at
~-insen Park_ Sutherland and Associates, an engineering firm
specializing in recreational lighting, indicated that the present
ti,ystem will meet the minimum standards for recreational hockey. The
electrical contractor, Kvalsten, estimated tra t the alternate plan of
adding 2 poles and 4 light fixtures would cost $3,085.00
Smith stated that his research revealed conflicting figures from those
submitted by Sutherland. He stated that in talking with. other enginee-~s
and representatives of lighting companies, the consensus was that the
number of .light fixtures was insufficient and the placement of poles
Baas incorrect. The additional lights and changing pole locations
would enable use of the area for football.
Weissman stated that the area was too small for regulation football
fields and using smaller fields would require a re-organization of the
whole football program.
Tnc;~easing the lighting, according to Smith, would increase the safety.
oh~~lock questioned the need for better lighting when it was alreac~iy
acknowledged that New Brighton's rinks were the best lighted in the
~~~yea. Smith answered that being the best-lighted rinks in the area
n.idn't make our rinks good and that while professional lighting was nc-~
necessary the best investment for dollar cost should be obtained.
Sherlock: questioned if increas~_ng the lighting would eliminate safets~
~~~a.zards. ~3arnhill stated the probability of accidents would be
decrea.~~:d. Smith Moved to recommend that the village Council approve
t:he add~_tion of 2 poles and 4 light fixtures for the Richard d. Hansen
