I

I

I

Council Meeting Minutes
September 23, 1986

Council Business, continued

two buildings), the one-way drive to serve mainly as the truck
route in to service the building exiting west on the one-way
drive on the north side of the building, and felt the Fire
Department would have access to the hydrant on Fifth Avenue from
three different ways.

In response to Benke's question, Wells explained that a Siamese
"Y" connection is used because the building will be "sprinkled"
and it gives more pressure; Wells further commented that chances
are the sprinkler system would put out a fire before the Fire
Department would reach the property.

Matilla stated he had just now spoken with a representative of
the Fire Department who indicated the location of the "Y" was the
wish of the Fire Department and that there was no code require-
ment to make it a required location; the representative had
further indicated their preferred location would be most conven-
ient but that, should the developer wish to place it on the west
side for economical and feasibility reasons, the Fire Department
would comply with that.

Because the building will have a sprinkler system, Benke did not
feel the location was a major concern.

Assuming the one-way street will be for the traffic at those two
particular parcels, Benke asked for confirmation that anyone else
in the neighborhood would use the two-way; Wells confirmed and
stated it would be a permanent easement which would be privately
maintained and would give maximum use to the land.

Regarding Schmidt's statement, Senden stated he does not have
control of the property but rather has a proposal that council
has adopted whereby he is working with staff on a development
agreement where he would assemble the 30+ sites in the area and
parcel them out into the 11 lots; Send en further stated there
are a number of homes and vacant land that needs to be acquired
and that, even though that is a different project, it is all
connected.

Send en continued that the traffic circulation in question is
limited to the one site and that Print Craft, at this time, does
not wish to have access to it.

Page Ten
