<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 23, 1986 <br /> <br />Council Business, continued <br /> <br />Brandt asked if staff could be given authority to review the law <br />and its impact on the accounting, look into how we might have <br />some assurance that a certain level of donations are going to be <br />made for city projects as we are relying on that income in our <br />1987 budget; determine the level of rent that would allow the <br />Lion's to meet their percentage requirements; determine what <br />types of city projects would qualify for charitable donations; <br />and explore what assurances we can have that a certain level of <br />donations to those projects would be forthcoming. <br /> <br />Glisan indicated they would like to build the shelter at <br />Veterans Park; and indicated the loss of license is the penalty <br />for not meeting the ratio. <br /> <br />Schmidt recognized some reservations about giving any organiza- <br />tion unilateral control over what level of contributions and <br />specific contributions are going to be made if the rent were to <br />be reduced; however, month-to-month rent or some type of struc- <br />ture that could be modified so the city could have that assurance <br />level. <br /> <br />Glisan stated a month-to-month was not feasible as there is a <br />lot of advance planning; LeFevere suggested setting up something <br />with a periodic escalation which can be adjusted similar to what <br />we have now, but did not know if there would be a problem with <br />rent reduction being considered as a contribution back to the city. <br /> <br />Motion by Brandt, seconded by Gunderman, to REFER THE MATTER TO <br />STAFF AND AUTHORIZE STAFF TO ENTER INTO AN AGREEMENT BY WHICH <br />THE LIONIS CLUB RENT WOULD BE REDUCED TO ALLOW THEM TO COMPLY <br />WITH THE 40% CHARITABLE GAMBLING REQUIREMENT, BUT WHICH WOULD <br />ALSO ALLOW SOME ASSURANCE THAT THE CITY WILL RECEIVE CHARITABLE <br />CONTRIBUTIONS IN AN AMOUNT AT LEAST EQUAL TO WHAT THE CITY IS <br />GIVING UP IN RENT REVENUE. <br /> <br />Sinda expressed comfort with the motion. <br /> <br />Glisan indicated they would put a certain amount of dollars into <br />escrow each month for city project(s). <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Locke had nothing to add to the staff report concerning the <br />Ramsey County Community Development Block Grant Program Agree- <br />ment. <br /> <br />Page Twelve <br /> <br />CnBG Agreement <br />Report 86-221 <br />
